EpiC Central Asia Region Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. EpiC will focus on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population (KP) groups.

The EpiC project is also well positioned to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and United States Agency for International Development (USAID) goals. With presence in more than 60 countries and extensive breadth and depth of technical experience in the 11 priority GHS technical areas, FHI 360 and our consortium partners are ready to rapidly implement GHS programming.

Job Description

The EpiC Kyrgyzstan Government Liaison Manager serves as the primary point of contact between the project and various government entities at the local, regional, and national levels. The role involves developing and maintaining positive relationships with government officials and policymakers, monitoring legislative and regulatory developments, analyzing their impact on the project, and providing strategic advice and guidance to the project leadership. Reporting to the EpiC Kyrgyzstan Project Director, the Government Liaison Manager will play a critical role in advocating for the project's interests, influencing public policy decisions, and ensuring compliance with relevant laws and regulations.

Position Responsibilities:

  • Relationship Management: Build and maintain strong relationships with government officials, agencies, and policymakers at various levels to promote a positive and productive partnership.
  • Policy Monitoring: Track legislative and regulatory proposals, initiatives, and developments that may impact the project. Analyze their potential implications and communicate findings to the project leadership.
  • Advocacy: Develop and execute advocacy strategies to influence public policy decisions in favor of the project's goals and interests. Engage in advocacy activities, including providing expert testimony, preparing position papers, and participating in policy discussions.
  • Government Engagement: Coordinate meetings, briefings, and events with government officials to discuss the project's initiatives, seek support, and address concerns. Represent the project in government-related forums and conferences.
  • Compliance: Ensure compliance with all relevant laws, regulations, and reporting requirements. Stay updated on changes in legislation and regulations and advise the project leadership on necessary adjustments or actions.
  • Strategic Advice: Provide strategic advice and recommendations to the project leadership on government affairs and public policy matters, including potential risks and opportunities.
  • Internal Collaboration: Collaborate with cross-functional teams, including programs, SI, communications, to align messaging and activities, ensuring a unified approach towards government engagement.
  • Stakeholder Communication: Communicate effectively with internal and external stakeholders, keeping them informed about government affairs activities, potential impacts, and opportunities for engagement.
  • Performs other duties as assigned.

    Minimum Qualifications:

    • Minimum bachelor’s degree in public health, international development, political science, public policy, government relations, or a related field. Advanced degrees are preferred.
    • Minimum five years of experience in government relations, public affairs, or a related field, preferably in a nonprofit setting.
    • In-depth understanding of government structures, legislative processes, and public policy development.
    • Strong network of contacts within government agencies, specifically within the Ministry of Health and a demonstrated ability to build relationships with policymakers.
    • Excellent analytical and critical thinking skills, with the ability to assess the impact of legislative and regulatory changes on our organization.
    • Effective advocacy and lobbying skills, including the ability to articulate complex issues clearly and persuasively.
    • Exceptional communication skills, both verbal and written, with the ability to adapt messaging for various audiences.
    • Strong organizational skills and the ability to manage multiple projects simultaneously in a fast-paced environment.
    • Integrity, professionalism, and discretion when handling sensitive or confidential information.
    • Familiarity with industry-specific regulations and compliance requirements is a plus.
    • Demonstrated experience working independently with initiative to manage high volume workflow, being responsive to partners and donors, and troubleshooting issues.
    • Russian language fluency required; English and Kyrgyz fluency preferred.

      Travel Requirements:

      • 30-40%, mostly within the Kyrgyz Republic
