We are currently seeking qualified candidates for the position of EpiC Kyrgyzstan Epidemiological Surveillance Advisor for Global Health Security (GHS). The position will be based in Bishkek, Kyrgyzstan.

EpiC Central Asia Region Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.

The EpiC project is also well positioned to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and United States Agency for International Development (USAID) goals. With presence in more than 60 countries and extensive breadth and depth of technical experience in the 11 priority GHS technical areas, FHI 360 and our consortium partners are ready to rapidly implement GHS programming.

Job Description

The EpiC Kyrgyzstan Epidemiological Surveillance Advisor for GHS will be responsible for managing and monitoring epidemiological surveillance strengthening activities of the project in the country; provide technical support to the Ministry of Health and its structural divisions on developing or updating infectious diseases detection and surveillance strategy and will take the lead on planning and implementing activities to improve quality and performance of epidemiological surveillance services. They will be responsible for the technical inputs to the annual work planning at the country level, will take the lead in developing guidelines/policies for the epidemiological surveillance strengthening activities, will participate in technical thought leadership both at the regional and country-levels.

Position Responsibilities:

  • Support the GHS Program Manager in collaborating with health officials of related departments of MOH, national and regional institutions for project design, implementation, and monitoring and evaluation.
  • Provide strategic leadership and guidance to the epidemiological surveillance component of the project in coordination with other project technical areas.
  • Work in close collaboration with national counterparts to provide the technical assistance required to fulfill national objectives and targets, especially these related to the epidemiological surveillance strategic plan, work plans and quality management system.
  • Provide technical assistance to develop and implement plans to expand the current mostly passive surveillance systems to expand into active surveillance for priority diseases and to serve as an enhanced early warning surveillance system.
  • Provide technical assistance to strengthen national expertise to manage health management information system platforms (including laboratory information systems), analyze data and produce surveillance reports and other visualizations aligned with evidence-based practices and international standards.
  • Review and provide recommendation for revision of the existing legislation for involving private laboratories in the reporting system using experiences from the COVID-19 pandemic.
  • Provide technical support and mentorship in the planning, conduct, and reporting of assessments, audits for management systems as per national policies.
  • Provide onsite and on-the-job technical assistance to epidemiologists and others as required and requested as part of overall capacity building and continuous improvement schemes.
  • Provide expert advice in preparation of training materials, SOPs, job aids and deliver trainings to the epidemiologists.
  • Work with project management and technical teams in developing work plans, presentations and reports, and represent the project wherever required.
  • Close coordination with the GHS global surveillance team to ensure synergies and experience sharing within GHS and across GHS countries.
  • Performs other duties as assigned.

    Minimum Qualifications:

    • Master’s degree in epidemiology, public health or in any of the fields related to the functions of the position.
    • At least 8 years of combined national and international experience working in epidemiology and control programs of health services related to control of diseases, health analysis and statistics.
    • Knowledge and practical expertise in the application of the International Health Regulations (IHR) and outbreak control at national and international level.
    • Professional expertise in preventive public health, epidemiological research, disease control and health services.
    • Proficiency with data management software (DHIS 2 or other information systems)
    • Demonstrated experience in implementation of field-based surveillance methodology including analysis of epidemiologic investigation data utilizing new methodologies or existing techniques.
    • Ability to analyze current surveillance systems and to develop and plan innovative and appropriate solutions for their improvement.
    • Demonstrated creative problem-solving skills.
    • Demonstrated experience in training and mentoring staff and others.
    • Proven experience working with government officials, particularly the Ministry of Health is highly desirable, to support strategy development, implementation plans and decision making.
    • English and Russian language fluency required; Kyrgyz fluency preferred.

      Travel Requirements:

      • 50%, mostly within the Kyrgyz Republic
