USAID Energy Sector Reform Project is seeking for Energy Specialist

The purpose of the USAID Caribbean Energy Sector Reform project is to provide technical assistance for energy reform to utilities, ministries, and regulators in the host countries to develop policies, laws, regulations, tools, and processes to design and operate more resilient and modern energy systems. By supporting the development, reform, and promotion of sustainable policies in the energy sector, this project will facilitate the harmonization of islands’ policies therefore creating a larger market for the expansion of cleaner and renewable energy generation. The project is based in Santo Domingo, Dominican Republic and includes programming in the Bahamas, Barbados, Dominica, Dominican Republic, Grenada, Guyana, Suriname, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, and Trinidad and Tobago.

Position Description

The Energy Specialist will provide technical assistance to the Chief of Party (COP) and technical team in managing regional activities, developing work plans and reports, analyzing data and synthesizing lessons learned.

This position will be based in Santo Domingo, Dominican Republic, and reports to the COP.

Responsibilities:

Assists in development of short, medium, and long-term action plans to increase renewable energy capacity integration. Assists in the project design and supports the COP in managing regional activities and integrating regional efforts. Supports implementation of project activities ensuring synergies across technical components of the project. Integrates cross-cutting themes into activities with emphasis on sustainability and innovation. Assists with the development of technical studies and assessments related to clean energy. Works closely with other team members to synthesize best practices, innovations, and lessons learned across the project. Fosters and maintains effective, professional relations with team members and a broad range of government counterparts, local organizations, donors, and other stakeholders for successful project implementation. Assists in the preparation and delivery of high-quality reports to USAID, including quarterly and annual reports, formal biweekly updates, and other reports required by the contract.

Qualifications:

Bachelor's Degree in an engineering or related field and 3 years of experience, Master's degree and 1 years of experience, or equivalent combination of education and experience. Demonstrated experience (at least 1 years) in renewable energy technologies, and/or renewable energy policies, laws, and regulations. Experience working in Dominican Republic with government, private sector, and civil society entities. Experience working in other Caribbean countries is preferred. Strong interpersonal skills and demonstrated ability to collaborate with multidisciplinary teams. Excellent verbal and written communication skills. Fluency in English and Spanish is required.
