    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is US $ 10,264 yearly.

    Introduction

    The ILO, with funding from the Swedish International Development Agency (Sida), is supporting its tripartite constituents in Mozambique towards the creation of productive employment and decent working conditions for Mozambican women and men, particularly youth and those living in poverty. Applying a systems approach, the 5-year MozTrabalha project aims to promote the creation of more and better jobs at the national and sectoral levels, as well as through capacity development support to its constituents, namely the Government of Mozambique, Employers Organisations, and Workers Organisations.

    The MozTrabalha project is anchored in the goals of the National Employment Policy (NEP) and the Plano de Acção da Política de Emprego (PAPE, 2021-2024). It is designed to support the further implementation of the NEP and PAPE through increased employment mainstreaming in macroeconomic and sectoral government work as well as the establishment of dedicated implementation tools such as pro-employment budgeting and employment impact assessments. At the sectoral level, using a market systems development approach, it will promote productive employment for youth and women living in poverty, particularly in the Beira and Nacala corridor, through sustainable enterprise development in the construction and forestry / wood processing sectors.

    MozTrabalha’s overall aim and principle is to create productive employment and decent working conditions, at scale, with sustainable outcomes, and using a systems approach that promotes structural transformation and which will underpin all project interventions. Cross-cutting themes include a continuous focus on poverty reduction through employment creation, social dialogue and labour standards, the promotion of gender equality, as well as actively furthering the just transition towards a carbon-neutral economy.

    REPORTING LINES:

    Under the guidance of the Director of ILO Country Office for Zambia, Malawi and Mozambique, the Driver will report and work under the supervision of the Chief Technical Adviser (CTA) of the project.

    Description of Duties

    The Driver will perform the following tasks:

    1. Drive project vehicles for official purposes to facilitate movement of staff and/or goods.
    2. Drive project personnel to project sites and other planned activity locations for delivery of project programmes.
    3. Meet official personnel at the airport and facilitate immigration and customs formalities.
    4. Collect and deliver mail, pouch, documents, and other items.
    5. Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs and arrange for timely major repairs and checking of oil, tyres, brakes and water levels, car washing, etc. so that the vehicle is always kept clean and in good running condition. Provide inputs to the preparation of the vehicle maintenance plans and reports.
    6. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in the assigned vehicle; keeps track of insurance and other tax formalities.
    7. Keep records of use of vehicle, daily mileage, gas consumption, oil changes, greasing and other services.
    8. Ensure that the steps required by ILO rules and regulations and Road Safety and Security are taken in case of involvement in accident.
    9. Perform miscellaneous office support functions such as messenger services and making photocopies.
    10. Provide logistical support with project workshops, seminars or training when required.
    11. Perform other related duties by the Supervisor.

    Required qualifications

    Education

    Secondary education, valid driver's license, knowledge of driving rules and regulations, and skills in minor vehicle repairs. A safe driving course will be an advantage.

    Experience

    Two years' work experience as a driver with a safe driving record , , plus safe driving record. Experience working on donor funded projects in International NGOs or UN system is an advantage.

    Languages

    Working knowledge of Portuguese and knowledge of English.

    Competencies

    • A high level of driving and vehicle repair and maintenance skills.
    • Excellent knowledge of local driving rules and regulations.
    • Proven ability to keep accurate records of the use of vehicle.
    • Proven ability to drive safely in local traffic conditions.
    • Ability to undertake minor vehicle repair.
    • Ability to take initiatives.
    • Good knowledge of chauffeur protocol and courtesies.
    • Good knowledge of security issues.
    • Knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles.
    • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.
    • Ability to work in a polite, courteous and cooperative manner.
    • Ability to handle, track and keep project records.
    • Ability to present a professional image at all times.
    • Ability to deal calmly with unexpected circumstances or delays
    • Ability to lift and carry heavy mail bags and boxes.
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviours and attitudes.
    • Discretion and respect for confidentiality.

    Assessed candidates who will be considered as appointable but not selected for this position can also be offered to be assigned on another temporary position at the same or at a lower grade provided that said candidates possesses the minimum qualifications for this position.
