Job Description:

The Donor Engagement Officer (DEO) will coordinate CRS’ engagement with the USAID Global Health Bureau, OGAC (PEPFAR), Health and Human Services (CDC, HRSA and NIH), PMI, and other agencies and initiatives in the health and social services sector, as needed. The DEO will manage institutional relationships, analyze funding trends, create tools to support country-led business development efforts, pursue strategic partnerships, and pursue funding opportunities from relevant offices. Within IDEA, the DEO will: contribute to a team of business development specialists on live opportunities; collaborate with the Project Support and Deliver (PSiDe), a team that provides award management support to centrally managed awards; and will coordinate with other donor-focused engagement officers. The DEO will also maintain regular communication with the Program Impact & Quality Assurance (PIQA) units and Government Relations unit to support CRS’ incre ased growth and influence. This position requires a background in health and social services, as well as business development and representation experience, to build institutional relationships and support CRS’ health portfolio.
Roles and Key Responsibilities
Donor Relationship Management

  • Develop, maintain, and execute donor engagement strategies for a shortlist of offices/departments related to health and social services.
  • Guide and support coordination, planning, and sharing of information among CRS programmatic, technical, advocacy, field, and executive staff to improve competitive positioning, institutional learning, program implementation and stewardship of donor resources.
  • Establish a protocol for internal coordination aligned to donor structures, procedures, language, priorities, and corporate culture.
  • Build direct relationships with appropriate donor representatives and relevant inter-agency networks, while supporting cultivation of complementary relationships among other CRS staff.
  • Contribute to the agency’s donor knowledge base, collecting, organizing and disseminating information for strategic decision-making.
  • Collaborate with CRS’ technical, advocacy, operations, and marketing functions to identify and influence changes to CRS policy or practice, leverage related achievements and resources, and improve CRS’ competitiveness and performance.
  • Collaborate with CRS’ technical, advocacy, operations, and marketing functions to identify and influence donor policy or practice for improved impact.
  • Organize and/or participate in strategic engagement opportunities such as meetings and high-profile events that increase CRS’ visibility, brand recognition and voice.
  • Identify, analyze and monitor trends in global health and social services donor priorities and programs, including legislation, regulatory changes, and policy developments that could impact current or future funding opportunities and CRS’ ability to comply with award requirements.

New Business Development

  • Support proactive intelligence gathering, opportunity tracking, business forecasting and capture planning, to advance opportunities for growth at both country, regional and HQ levels.
  • Support relevant staff to ensure timely and effective bid decisions, competitive teaming and capture strategies, high-quality development, review, and submission of proposals, and strategic leveraging of results for future positioning.
  • Work with relevant staff to develop or improve tools, systems and procedures that help ensure competitive submissions and responsiveness to donor requirements.
  • Engage directly on priority funding opportunities when high-level support is needed for capture planning, teaming and/or agreement negotiations, bid and project design decisions, proposal coordination, oral defense or issues letter response and award negotiation.

Work Conditions/Environment Conditions

  • This position is based in Baltimore, Maryland. Telecommuting may be considered, provided the person is willing and able to travel for frequent meetings in Baltimore and/or DC, as well as internationally. Total travel is estimated to be 15-30%.

Education and Experience

  • Bachelor’s degree in international development, international relations, public health, communications, English, marketing, journalism, or other, related field.
  • Minimum 5+ years of relevant experience, including at least two years of experience traveling and working in low-resource settings.
  • Fluency in English required; working ability in French or Spanish strongly preferred.
  • Ability and willingness to travel to low-resource environments in foreign countries as needed, up to 15-30% of job time.
  • Overseas work experience in health sector in developing countries
  • Solid understanding of funding models, structures, rules and regulations of USAID, HHS, and other agencies and offices involved in global health.
  • Direct experience developing USG global health proposals and administering USG grants or contracts.
  • Demonstrated ability to work collaboratively with multiple stakeholders in multiple geographic locations.
  • Excellent interpersonal communication and experience in high-level negotiation and representation.
  • Experience with UNITAID and/or GAVI desirable but not required.

Languages – Working ability in French or Spanish strongly preferred.
***Travel* –** Ability and willingness to travel to the Baltimore/DC area for in-person meetings, as needed. Ability to travel to low-resource environments in foreign countries as needed. Total travel will be up to 15-30% of time.
