JOB TITLE: DIRECTOR OF ADMINSITRATION AND FINANCE, DRC Sanitation Activity

JOB SUMMARY


Under the supervision of the PSI Chief of Party, the Director of Administration and Finance (DAF) plans, coordinates, and implements PSI DRC’s strategic orientations in administrative, accounting, and financial matters, ensuring the efficiency, transparency and integrity of the financial information and operations produced. She or he is responsible for directing and providing technical support to financial management teams and sub-recipients, thus ensuring the highest level of compliance and financial accountability in all PSI DRC units.

WORKING CONDITIONS


Travel requirements: Less than 10% travel.


The position is based in Goma.


The Administrative and Financial Director is required to travel at least once a quarter to supervise and support activities in all regions where PSI DRC operates. The incumbent is placed on a salary scale in line with PSI DRC’s standards, and benefits from local & international training to strengthen his/her skills, subject to the platform's financial resources.

ESSENTIAL FUNCTIONS


This is not an exhaustive list of all the tasks the incumbent is expected to perform. It is a summary of the main responsibilities and requirements of the position, and the incumbent may be required to perform tasks such as:

COORDINATION (25%)

Directs and coordinates the financial performance of PSI DRC.Ensures close collaboration and communication with PSI Washington.Supports and monitors with project leaders the process of developing project budgets; leads and coordinates the process of developing PSI DRC’s annual budget; develops, manages, analyzes, and monitors the Finance & Administration budget, including the overall budget for common direct costs for PSI DRC, as applicable.

TECHNICAL (25%)

Contributes to the strategic vision of PSI DRC and collaborates with the Chief of Party to ensure that sound internal controls and financial and administrative management processes and procedures are implemented in accordance with PSI policies and procedures; donor requirements and the DRC’s respective laws (e.g., tax laws and other legal requirements).Manages and strengthens PSI DRC’s financial and administrative function systems including sub-recipient financial management, financial accounting, payroll control. Ensures timely financial management, financial performance evaluation and financial capacity building. Ensures the quality and reliability of reports to be submitted to PSI/Washington and donors in compliance with PSI/W instructions on the requirements for the production and submission of these reports.Ensures the availability of funds to manage projects and coordinate forecasting efforts to avoid shortages of funds both at headquarters and in the regions.Develops training and support programs in administration and finance, in order to achieve the organization's objectives in terms of continuous performance development and administrative and financial management.Ensures the timely recruitment of external auditors, as well as the preparation, management and successful conclusion of all audit activities (internal, external, donors, etc.) of PSI DRC and PSI Washington; ensures that management comments are taken into account and recommendations implemented.Oversees the updating and application of the office's safety and security management rules.Assists and advises the Chief of Party in his duty of care.Performs other duties as requested by the Chief of Party.

RESOURCE MOBILIZATION (10%)

Participates in the mobilization of resources for the platform, based on prospective analyses, by defining short-, medium- and long-term needs in relation to the duration of projects.


REPRESENTATION (10%)

Takes part in statutory and strategic meetings of the Core senior management team (SMT) platform, task force, etc., and contributes to the achievement of the platform's overall objectives. Represents the Administrative and Financial Department in all activities within the platform and outside after authorization from the hierarchy.Acts as the platform's focal point for all financial, administrative, security, purchasing and asset management concerns.


TEAM MANAGEMENT AND COACHING (10%)

Coaches and supports the management team and other program staff as required and within the limits of acquired skills; organize the work of teams and define their objectives; supervise and coordinate the implementation activities of supervisees; manage the performance of team members, and creates opportunities for career success for all.Motivates and retains a high-performing team.


REPORTING (10%)

Generates analyses and studies for Executive Management needs. Designs and monitors financial and management dashboards (budgets).Prepares monthly, quarterly, and other ad hoc management reports for Executive Management within agreed deadlines.

QUALIFICATIONS

Educational requirements

Master's degree (or international equivalent) (at least BAC+4) or equivalent in Finance, Management, Business Accounting, or other equivalent required.
Experience requiredAt least 10 years cumulative experience, including at least four (04) years of professional experience as an Administrative and Financial Director (DAF) or Administrative and Financial Manager (RAF).Experience working with an international NGO finance team in a challenging operational environment will be an added advantage.Experience working with teams located in several offices will be an added advantage.

Knowledge, skills and abilities

Strong knowledge of donor regulations, including USAID, KfW, Dutch Government.Experience with Quick Books Enterprise will be an added advantage.Strong written and verbal communication skills.Ability to manage multiple priorities.Good public relations skills.Integrity, commitment and ability to work harmoniously with people from diverse backgrounds and cultures.Demonstrated skills in relationship management, communication and people development.Ability to think analytically and strategically, and to manage results.Have a structured mind and good oral and written expression skills.Demonstrate a willingness to work under pressure and to challenge oneself.

Language Skills
