Modern Parliament for a Modern Armenia (MAP) 2.0 - “Fostering Responsiveness, Effectiveness, Transparency and Inclusiveness of Armenian Parliament (FORSETI)” project (hereafter Project) is built on the results of the project “Modern Parliament for a Modern Armenia” (MAP), implemented by UNDP in 2019-2024 and funded by the Government of Sweden and the UK. 

The project efforts will focus on enhancing the institutional capacity of the National Assembly (NA) to fulfil its constitutional duties in more inclusive, responsive, transparent, accountable, and effective way, including, in engaging with citizens, civil society and public sector.

The expected outcome of the Project is that the National Assembly is more inclusive, responsive, transparent, accountable, and effective. The three key outputs of the Project are focused on: 

Output 1. Strategic vision of the National Assembly and roadmap for reforms, strategic communication and collaboration are consolidated empowering modern public policy and fostering inclusive practices.

Output 2. The National Assembly is equipped with state-of-the-art methods and instruments for effectively pursuing its modern public policy agenda and improving performance of its core functions.

Output 3. Competencies of the MPs and the staff of the National Assembly in utilising innovative methods, using and producing knowledge products towards advancing the modern public policy agenda and enhancing effectiveness of their core functions strengthened.

The project is planned for the period of three years (2024-2027) and supported by the Government of Sweden, Norwegian and Armenia. 

Digital Transformation Analyst is to ensure effective implementation of the Project activities, including those under Output 2 Modern Instruments: “The National Assembly is equipped with state-of-the-art methods and instruments for effectively pursuing its modern public policy agenda and improving performance of its core functions”. Duties and Responsibilities   Provide Strategic Vision of the Parliament and Roadmap for further reform:

Support the project team in facilitating policy discussions on Strategic Vision of the Parliament related to digital transformation of NA. Review the sections/components of the draft strategy and roadmap related to digital transformation of NA and provide recommendations for improvement as needed. Facilitate validation of the relevant sections of the final document by the NA. Participate in the annual strategic review workshops and provide technical inputs as relevant.

Aligning the competences of the staff with civil service reform:

Review the deliverables training consultants and vendors of the project related to competency requirements to the target staff, identified competency gaps, provided recommendations to address the gaps, as well as training program as related to competencies on digital agenda.

Provide Peer-to-peer learning for Member of Parliaments (MPs), National Assembly (NA) staff, and Audit Chamber of the Republic of Armenia (AC) on digital transformation.

Develop Terms of Reference (TOR) for а study visit related to NA digital transformation. Facilitate validation of the TOR with the NA. Provide technical inputs to arranging the study visit.

Advise on Digitalized solutions for the National Assembly of the Republic of Armenia (NA RA) and the Audit Chamber of the Republic of Armenia (AC)

Review the international experience of instruments, modules, and protocols of e-Parliament, and provide recommendations for smooth and effective transition to a more digital environment in the parliament, while also setting a strong foundation for future digital advancements. Facilitate discussion with the NA technical staff and leadership to identify and validate the priorities for digital transformation in line with the National Assembly’s strategic vision and the roadmap for reforms. Facilitate discussion with the NA technical staff and SDG Lab to identify and validate the scope of instruments, modules, and protocols of e-Parliament to be developed and piloted under the Project.  Develop TORs for SDG Lab or vendors on the design (and further piloting) of instruments, modules, and protocols of e-Parliament. Advise and support the Project team to deploy the consultants and facilitate inception process of the design process with the NA. Support the Project to monitor and assure the quality of the design of digital solutions (TORs for specific instruments, modules, and protocols of e-Parliament) to be delivered by vendors or SDG Lab team. Ensure that the design of new digital solutions utilize KPIs for the PDC and RTC to be developed and submitted to the NA by the Project. Facilitate validation of the TORs for digital solutions delivered by vendors or SDG Lab with the NA and AC stakeholders (e.g., Chief of staff, relevant units, and secretariat) prior to engaging with further procurement. Guide the Project team in the procurement process and facilitate inception of the development process with the NA. Monitor and support the quality assurance of the digital solutions to be delivered by vendors vis-à-vis the approved TORs. Facilitate validation of the digital solutions by the NA and AC and support the Project team to ensure finalization of the products by the vendor(s). Guide the NA and AC to facilitate the piloting of the digital solutions.

Provide technical input to the Procurement of ICT equipment for the implementation of the digital solutions.

Consult NA/AC in identifying the need in ICT equipment for the implementation of the digital solutions. Develop detailed specifications for procurement and facilitate validation of specification by the NA. Provide technical input as requested for the procurement process (e.g., technical evaluation of offers). Facilitate transfer of the ICT equipment to NA and AC. Provide technical inputs to the design and implementation of digital transformation efforts to other projects under the UNDP Armenia Democratic Governance program as requested.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The incumbent reports to the Project Coordinator. The incumbent shall exemplify the organizational non-partisanship approach in working with the Parliament and other related entities, and not be an active member of any political party. Competencies   Core competencies:

  Required Skills and Experience   Education:
Master’s degree (or equivalent) in Computer/Information Systems, Database, Management, or another related field is required, or   A Bachelor’s degree in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master’s degree Experience: Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) in project management or IT systems management is required. 

Languages:

Fluency in English and Armenian is required.

Required skills:

Proven experience in digitalization and technological systems applied in Armenia is required. 

Desired skills:

Knowledge of programming languages: Python; Java, JavaScript, SQL, C/C++, Ruby, PHP, etc. Proven skills for IT related development projects, like Cloud Migration and Management, Cybersecurity Initiatives, Digital Transformation Initiatives, etc. Professional training and certification in relevant fields, or electoral projects
