UNDP Project “Regional partnership to develop digital skills, create jobs and promote innovative solutions” aims to leverage a variety of partnerships and co-financing as the primary mechanisms to help address the current lack of human capacity for digital transformation at the regional and national levels, bridge the ICT literacy divide, and develop new skills needed in the digital economy. It will also support regional partnerships for applied research and development to facilitate digital innovations using ‘breakthrough’ digital technologies to create new ‘smart’ jobs and improve regional and global competitiveness of local innovative firms and youth. In this context, considering the common interests and needs of the Digital CASA participating countries the project will support a Regional Center of Excellence for Digital Development, as part of a regional network of such centers. Furthermore, this will include support for establishing partnerships with a variety of DPs, NGOs, and the private sector—including regional and global technology companies—to launch or scale up ICT awareness as well as ICT innovation support and ICT skills development programs, with a focus on new technologies such as blockchain, AI, big data analytics, predictive analysis, IoT, and others. This project will capitalize on the willingness of private sector providers to develop the next generation of digitally native population and testing new approaches for development, including through their social corporate responsibility programs. Partnerships and other support for skills development and innovation under this subcomponent will emphasize digital inclusion, targeting youth and women.
Enhancing digital skills and competencies, in addition to digital infrastructure and services development, is one of the key conditions for successful development of digital economy. Through close consultation with the State Committee of Information Technologies and Communication of the Kyrgyz Republic, the State Personnel Service of the Kyrgyz Republic, Ministry of Education, Culture and Tourism of the Kyrgyz Republic, Ministry of Economy of the Kyrgyz Republic and other key agencies, as well as in collaboration with civil society, business associations and academia, UNDP will provide expert support, including methodological guidelines, for conducting complex high-quality analysis of changing market demand in the field of digital technologies to determine necessary competencies. This will result in drafting framework concept of skills in digital economy, new digital skills standards and methodological base, including training programs aimed at the project target groups, as well as their testing in RCE and other platforms for formal and non-formal education provision at national and sub-national levels.
In linkage to RCE activities and as part of the overall project strategy, UNDP will also focus on creating conditions for certain changes in the field of primary and secondary education. A significant increase in indicator of ICT major choice by students will be achieved through intensive training of school teachers and introduction of innovative teaching methods for teachers and secondary students.
Under the direct supervision of Project Coordinator, the Digital Competency Specialist will be responsible for implementation of respective Project components and activities aimed to strengthen an access to digital skills and competencies.
