Job description

As part of the Germany's G20 \"Compact with Africa\" initiative an in-depth form of development cooperation to provide a strong direct contribution to strengthening financial governance and public financial management in Togo was concluded. The technical cooperation is part of the \"Peace and Societal Cohesion\" programme of development cooperation and aims to improve the coordination of reforms, the mobilisation of the State's own revenues and the mechanisms for controlling the use of public finances. The new project Good Financial Governance aims to fight against corruption and is implemented through 3 components: (1) monitoring the government's reform agenda; (2) support for tax policy and risk management in the tax system and (3) capacity building of actors and officials of financial control institutions.

Your tasks

Responsible for providing advisory support to the High Authority for the Prevention and Fight against Corruption and Related Offences (HAPLUCIA) and the implementation of the anti-corruption strategy Establishment of a monitoring and evaluation system for HAPLUCIA interventions Establishment of a \"standard\" complaints system (for public institutions) and communication about their use and usefulness Support to consultation mechanisms with civil society organisations and users of public services to identify corruption risks (including the establishment of a database on corruption and the fight against corruption) Strengthening HAPLUCIA's interface with the judiciary and his communication plan Development of teaching modules on corruption for school curricula Support the management of the component (progress reports, monitoring of activities and budget, internal planning, etc.) and performs other activities and tasks as directed by the line manager In addition, support the project management in the strategic design and implementation of the project (Costs per output monitoring and forecast, Onsite Operation)

Your profile

University degree in administration, economics, political science, law, social sciences or comparable diploma Several years of relevant professional experience in development cooperation, preferably gained abroad In-depth knowledge of expert advice in the area of good governance, public finances, and the fight against corruption Strong management and networking skills in the context of international development cooperation Experience in advising national partner institutions in charge of the fight against corruption Commitment, team spirit, reliability, diplomatic skills, gender skills and intercultural understanding Capacity to analyse development policies and strategies; good knowledge of the tools and instruments of the German Cooperation and especially GIZ Fluent in French and English; Knowledge of German can be an asset
