About this position:

The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

The IDB Group helps Latin American and Caribbean countries promote skills development and lifelong learning as a strategy to ensure that citizens can contribute productively to society, improve their well-being, and be good citizens. To this end, it works with the countries of the region in five lines of action:

  • Ensure that people have equitable access to relevant, high-quality learning opportunities throughout their lives.
  • Strengthen quality and relevance assurance mechanisms.
  • Consolidate and develop better financing and co-financing mechanisms to improve the efficiency, effectiveness, and coverage of skills development opportunities.
  • Take advantage of the use of technology to increase equity and access to skills development opportunities and improve the efficiency of skills development systems; and
  • Actively promote the generation and use of evidence to inform decisions about skills development.

    As a member of the Division´s Front Office, the objective of the consultancy is to provide support to the Division Chief and project teams in issues related to development effectiveness throughout the operations’ lifecycle.

    What you’ll do:

    • Advice the Division Chief on issues related to development effectiveness, monitoring and evaluation, and risk management.
    • Support the delivery of planned operational and technical products and services of SCL/EDU that support, directly or indirectly, the development effectiveness agenda of the Bank in the Education Sector.
    • Act as a liaison between the Education division and the Office of Strategic Planning and Development Effectiveness (SPD) in the process of design, testing, and implementation of instruments and tools to enhance effectiveness.
    • Assist project teams in the preparation and monitoring of effectiveness action plans to improve the evaluability and/or effectiveness of projects at design, execution, and closure.
    • Participate in projects missions to Latin American and Caribbean (LAC) countries, when needed, to assist in issues related to development effectiveness and evaluation.
    • Oversee and participate in the dissemination of results of different operational products, including preparation of presentations, executive summaries, or other materials, as required.
    • Provide teams with technical assistance in the preparation of Development Effectiveness operational documents (Project Proposal, Proposal for Operation Development, Monitoring and Evaluation Plan, Results Matrix, Project Completion Report (PCR)) and application of the Development Effectiveness Matrix (DEM) and PCR Guidelines.
    • Support teams in the preparation or review of the vertical logic of the program; the economic analysis; the identification of indicators to show project effectiveness; and the preparation of impact evaluation designs that allow for attribution of project achievements.
    • Support the monitoring of projects in different key instances: design, start-up, medium-term review and/or evaluation, when an early warning has been activated, among others. These will emphasize the review of the theory of change and identify actions to ensure project evaluability throughout the project’s life cycle.
    • Contribute to the Bank’s development effectiveness agenda through the dissemination of best practices, strategies, and lessons learned.

      What you'll need:

      • Education: Master’s degree in economics, education, statistics, international development, demography, or related field. A PhD degree in economics is preferable, or other fields relevant to the responsibilities of the role.
      • Experience: At least five years of relevant professional and/or academic experience in results-based management, development effectiveness framework and impact evaluation. Experience in program evaluation at regional public institutions is a plus.
      • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

          Requirements:

          • Citizenship: You are a citizen of one of our 48-member countries.
          • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

            • Type of contract: International Consultant Full-Time (CNS).
