Project Description:

Creative Associates International (Creative) is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID funded Gender-Based Violence (GBV) Prevention and Response activity in Guatemala. The goal of this activity is to reduce the negative social and economic impacts of GBV in targeted areas of Guatemala, contributing to longer-term stability of the country. The proposed activity aims to support women, children, adolescents and other vulnerable groups victims of gender-based violence and intrafamily violence in targeted communities with high rates of violence.

Position Summary:

The Deputy Chief of Party will work closely with the Chief of Party (COP), providing sound operational management in all operational aspects including communications, finances, office administration, human resources, security, procurement, subcontractors, and grants in compliance with Creative and USG policies and procedures. S/he will support the COP in all technical, operational, and management aspects of the project and ensure that all appropriate reporting requirements are met. The DCOP will be considered acting COP in their absence.

Reporting & Supervision:

The Deputy Chief of Party will report to the project's Chief of Party. S/he will oversee program operations teams, including direct supervision of communications, finance, and human resources managers. S/he will collaborate for oversight of STTA and provide technical oversight as needed. While not directly responsible for overseeing activity implementation, the DCOP will be expected to have a good grasp of the technical aspects of the program and be prepared to step in as needed to support the COP while staying apprised of the local political, legal, and economic context and how to adaptively manage program operations.

Responsibilities

Primary Responsibilities:.

  • Ensure staff and partner knowledge of and familiarity with assistance responsibilities and requirements
  • Manage all financial and operational aspects of the project, including overseeing start-up, administration, IT, and close-out
  • In collaboration with HQ staff, assist the COP in scheduling, approvals, reporting, and budgeting
  • In collaboration with the COP, ensure that all activities and deliverables are completed within schedules and budgets, and any other requirements or criteria are fulfilled according to the contractual requirement with USAID and Creative policies
  • Work with the COP to establish effective implementation processes across all project areas to support delivery
  • Oversee partners' financial compliance, reporting and performance, and assist the COP in tracking their progress toward the agreed goals
  • Oversee financial reporting to HQ, including monthly financial, accruals and forecasts.
  • Support detailed monthly and quarterly financial reporting to USAID
  • Represent the project in local, national, and international meetings and events in the absence of the COP
  • Other duties as required**Qualifications**

Required Skills & Qualifications:

  • A minimum of eight (8) years in senior management, program operations and/or finance management in support of multi-component international development programs
  • Advanced degree (Masters) in international relations, sociology, law or related field (or, alternately, a Bachelor's degree in a relevant field and 5 additional years of relevant experience)
  • Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to engage effectively with colleagues and stakeholders to achieve results
  • Demonstrable management experience on US government contracts, and familiarity with USAID policy, procedures, compliance and reporting requirements
  • Prior experience working on women and youth-centered programs
  • Experience providing management oversight to design, award and monitoring of grants
  • Excellent written and verbal communication skills in both Spanish and English highly desired
