Background context:
UNHCR and IOM adopted a Framework of Engagement in June 20221 to strengthen their collaboration in three critical areas, namely durable solutions for IDPs, data and mixed movements of refugees and migrants (MM). To support the operationalization of the mixed movement component of the Framework, the International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR) have embarked on a collaborative project to develop a joint toolkit to respond to protection challenges affecting different population groups in MM situations (hereafter “the joint toolkit”). While intended to define operational areas in which action by state authorities and other responders is called for, the joint toolkit would also assist the two organizations in strengthening their cooperation in this area at the field level as required by the Framework of Engagement. It will be synthesizing, where relevant, existing guidance issued by the two agencies and other relevant organizations, their experience and promising practices in addressing MM situations. Given its intended operational nature, the joint toolkit will additionally provide specific tools to respond to mixed movement situations.

Duties and responsibilities: The consultant will be responsible for the following in coordination with IOM and UNHCR:
Phase 1
• Compile and analyze data on promising practices collected through surveys, interviews with key informants and internal research and consultations conducted by the two agencies.
• Identify and analyze promising practices to be included in the joint toolkit. Visual content is encouraged where applicable.
• Support the development of the draft annotated outline of the joint toolkit and seek guidance from IOM and UNHCR on thematic areas and enablers for which additional information may have to be gathered.
• Assist with the further collection and analysis of information on certain thematic areas relating to mixed movements through targeted interviews with IOM, UNHCR and other identified partners and stakeholders as agreed.
• Organize a meeting with 1) IOM and UNHCR colleagues followed by2) partners working in MM contexts to present the key take-aways from the compilation.

Phase 2 (upon confirmation of funding and to be further elaborated based on the outcome of Phase 1)
• Develop the joint toolkit based on the agreed outline, considering cross-regional, regional, and country contexts, and encompassing references to relevant international legal standards and guidance, challenges and, relevant promising practices
• Organize and facilitate meetings and consultations with IOM and UNHCR colleagues and external partners working on mixed movement of migrants and refugee contexts, including virtual and/or face-to-face meetings, to gather perspectives and experiences from colleagues working in different regional and operational settings.
• Collect and review additional data as required to enhance the toolkit’s development, in particular on thematic areas for which the baseline information gathered in the initial consultations appears not to be sufficient or conclusive to provide guidance.
• Support administrative, organizational and coordination tasks for the dedicated technical working group and other relevant consultation structures deemed required by IOM and UNHCR.
• Support development of a roll out plan including dissemination, awareness-raising and communication efforts of the final toolkit.

Remuneration
This is a full-time contract and the consultant will receive payment upon completion of deliverables in phase 1 followed by phase 2 upon confirmation of funding as agreed.

Languages
Excellent knowledge of English is required. Good working knowledge of French or Arabic is desirable.

Main deliverables
The consultant is expected to deliver the following:
Phase 1
• A report compiling the promising practices under thematic areas and enablers of the Toolkit and tools to be included under each thematic chapter of the joint toolkit;
• A draft annotated outline of the joint toolkit.

Phase 2 (upon confirmation of funding and to be further elaborated based on the outcome of Phase 1)
• A toolkit on mixed movement of migrants and refugees
• Roll out and dissemination of the toolkit to country, regional and global levels.

Tasks will be considered completed upon successful completion of deliverables within the expected timeframe. Consultant is required to provide regular updates to IOM and UNHCR throughout the consultancy period and flexibility to meet the different time zones given the global nature of the toolkit development process.

Monitoring and Progress Controls
● Successful delivery of project outputs within the expected time frame;
● Performance will be monitored through weekly updates and scheduled performance reviews.

Essential minimum qualifications and professional experience required
Education
University degree in law, international relations, humanities/other related degree, with possible specialization on migration and displacement.
Experience and/or skills required
• Minimum 6 years of experience working on mixed movement of migrants and refugees
• Experience in developing learning and training materials on migration and refugee issues with particular skills in conducting primary and secondary data collection.
• Excellent drafting and analytical skills.
• The ability to work independently and productively in a fast-paced environment with different time zones.
• The ability to work productively, independently, and to handle requests or issues as they arise.
• Experience working with international organizations is an asset.
