Background:
The Cabinet of Ministers of the Kyrgyz Republic has approved Anti-Drug Programme and its Action plan for the implementation of the “National Development Programme of the Kyrgyz Republic until 2026” which was adopted by Decree of the President of the Kyrgyz Republic on October 12, 2021 No. 435. Mentioned Anti-Drug Programme envisages main measures to counter illicit drug trafficking throughout the Kyrgyz Republic and one of the priority measures is to improve the national normative legal framework regulating illicit drug trafficking.
In line with the Cooperation Plan for 2023 between the OSCE Programme office in Bishkek (POiB) and the Ministry of Interior of the Kyrgyz Republic (MoI), the POiB is planning to provide an expert support in developing several national normative legal acts regulating illicit drug trafficking.
In this regards the POiB is announcing Roster Call for Consultants.
Objective of Assignment:
The main objective of this Call for Consultants Roster is to extend the POiB Consultants Roster in the area of developing different types of national normative legal framework aimed at countering illicit drug trafficking. Consultants included into the POiB Roster will be engaged in providing an expert support to the MoI in further enhancing the capacities of the law enforcement agencies in the Kyrgyz Republic.
Duration of Assignment:
Maximum 6 months
Tasks and Responsibilities:
1. Closely cooperate and interact with all interested parties, beneficiaries and experts involved in the development of respective normative legal acts;
2. Actively participate in developing a detailed work plan, including indicators of achievement of results, the schedule of meetings, public hearings and other events related to the development of respective normative legal acts;
3. Conduct analysis of the existing legislation of the Kyrgyz Republic and international legislation regulating narcotic drugs, psychotropic substances and their precursors. Prepare final conclusion of the conducted analysis;
4. Develop detailed, clear and substantiated recommendations for improving the regulatory framework of the Kyrgyz Republic, including following issues:
- issues of competence of the authorities for control over the legal circulation of narcotic drugs,
- psychotropic substances and precursors;
- issues for combating illicit drug trafficking;
- issues of improving the criminal law and administrative legal framework in the field of drug control;
- issues aimed at reducing harm and drug demand.
5. Preparing draft national Laws aimed at countering with the spread of narcotic drugs, psychotropic substances and their precursors and other subordinate normative legal acts for complete implementation of respective laws and codes;
6. Take all necessary measures in order ensure that developed national normative legal acts are in line with technical and legislative requirements of the Law “On normative legal acts of the Kyrgyz Republic” adopted on July 20, 2009 No. 241;

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
