Introduction

PSI is a non-profit organization working to improve the health of poor and vulnerable people in developing countries. PSI has an annual budget of $500+ million, offices in 60+ countries, and 8,000+ employees. Country offices are supported by 200+ staff providing services in programmatic and administrative areas. Collectively this group is referred to as “Global Services”, though most staff are based in Washington, D.C. Global Services is divided into four “cones” which encompass over 20 departments. SCOPE OF WORK

BACKGROUND

In Francophone West Africa, PSI is building a regional business model to market and distribute a portfolio of health products including contraception, medication abortion, and other over-the-counter and prescription drugs and products. In this region, PSI operates through a French distribution platform, TEDIS, and is seeking an in-country promotional partner to provide marketing and medical detailing to healthcare providers based in health facilities, and pharmacies.

Marketing includes conducting special meetings or events at professional gatherings, health facilities and pharmacies. Detailing includes one-on-one visits or small group trainings with healthcare providers from facilities, and pharmacies.

THE ASK

This search is for a marketing and detailing partner in Benin and Cote d’ Ivoire, though there are near-term expansion plans for additional countries that will be shared with vendors who are invited to the next phase of this process. Therefore, PSI is searching for a firm that works throughout the region, well beyond Benin and Cote d’ Ivoire.

The current product portfolio is limited to misoprostol and a combination pack of misoprostol and mifepristone, though there are also near-term plans for new products, which will be shared with vendors invited to the next phase of the process.

OVERVIEW OF PROCESS

After the receipt of EOIs and signed NDAs by April 26, 2024, PSI will make a short list of potential partners and send them details about the current business, as well as the near-term and long-term plans for country and product expansion. With this information, interested vendors will prepare and submit a technical and financial proposal by May 20, 2024.

All documents submitted in response to this RFP, as well as all correspondence in connection with the RFP, shall be in both the English and French language.

Clarifications

Any questions or clarifications about the EOI, the upcoming RFP, the overall process, etc., should be submitted along with the EOI letter and signed NDA before the deadline indicated on the cover page. PSI is under no obligation to consider or respond to questions that are not received by that date.

Contents of the EOI

To express interest in the upcoming RFP, potential vendors should include the following in their EOI:

Description of the Company, its size, and geographic footprint, both nationally in Benin and Cote d’ Ivoire and regionally throughout Francophone West and Central Africa.Summary of the Company’s qualifications and experience with the activities described in the scope of work.Describe any current or past relationships the Company may have with PSI and if it is a potential conflict of interest.

7.0 Bid Submission
