Consultant - To Assist with the roll-out of the national referral mechanism and standard operating procedures to counter trafficking in persons in Angola

II. Organizational Context and Scope

The International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration, established in 1951. It has 165 Member States, and a further 9 states holding a status of observer and offices in over 100 countries. Together with its partners in the international community, IOM acts to assist in meeting the growing operational challenges of migration management and to advance understanding of migration issues. This is with the aim of encouraging migration inclusive social and economic development, and to uphold the human dignity and well-being of migrants. Supporting governments in combatting Trafficking in Persons (TIP) is amongst IOM’s activities under its Migration Management portfolio.

This consultancy will be conducted under the initiative that aims to contribute to a strengthened national response to Trafficking in Persons (TiP) in Angola with a focus on protection of victims of trafficking (VoTs) and prevention through awareness raising. This project is being implemented in partnership with the Ministry of Justice, Human Rights and Citizenship, and in close coordination with Ministries of Home Affairs, Health, Social Services, as well as civil society organizations, non-governmental organizations (NGOs), and United Nations (UN) agencies, actual or potential VoTs, their families and communities.

Under the present Consultancy, a National Referral Mechanism (NRM) with formal Standard Operating Procedures (SoPs)/guidelines for victim identification and referral based on IOM standardized screening, referral, risk assessment and assistance tools will be rolled out in Luanda and four provinces of Angola.

The Consultant will work under the overall/direct supervision of the Project Officer and in close coordination with the IOM mission in Angola.

III. Responsibilities and Accountabilities

  1. Prepare and present the training package, group exercises and additional handouts for the roll-out of the NRM and SoPs and present the same for review and finalization

  2. Incorporate any changes proposed and finalize training package

  3. Liaise with provincial authorities, organize and facilitate one training in Luanda and three provincial trainings for key actors on NRM and SoPs.

  4. Draft and submit training reports for the trainings.

VI. Travel required

Travel to the provinces will be required in close coordination with the Ministry of Justice. Fees related to travel and DSA are included in the all-inclusive fee mentioned above and no additional cost will be borne by IOM.

IX. Education and EXPERIENCE

EDUCATION:

· Master’s degree in Political Science, Social Science, Law or a related field from an accredited academic institution with two years of relevant professional experience;

· Or, university degree in the above fields with four years of relevant professional experience.

EXPERIENCE:

· Experience in research, in particular quantitative and qualitative methods

· Excellent drafting and editing skills

· Experience in working with the Government

· Experience in working with the United Nations agencies

· Experience in countertrafficking context of the country

· Experience in drafting policy briefs

· Good knowledge of, and previous experience working on, migration issues in the African region

REQUIRED LANGUAGES

Fluent in English and Portuguese
