Background

Over the past few years, close cooperation has been established between the Ministry of Economy and Finance and the OSCE Programme Office in Bishkek in the development of local program budgeting plans. Program budgeting is a tool to implement regional policy and to provide a link between development programs and public funds. Program budgeting plans contribute to the improvement of resource prioritization and allocation processes. The explicit attention is given to the local environmental challenges and efficient planning instruments to attract required financial resources. Over the last years, the OSCE Programme Office in Bishkek has been assisting the host state with the development and coordination of local program budgeting plans for the number of local self-governments (Naryn, Kochkor-Ata, Osh, Kant, Balykchy, Kochkor, Min-Kush, Sumsar and Mailuu-Suu) by providing expert assistance to local self­ governments. The work accomplished in this area has made a valuable contribution to the efforts of the host country in effective execution of the Budgetary Code. Therefore, a regular assessment of the work done is fundamental. To ensure sustainability and success of the developed program budgeting plans, the OSCE Programme Office in Bishkek will provide expert support to develop a unified template for the preparation of local program budgeting plans, as well as a Monitoring and evaluation system to evaluate the implementation and execution of the developed budget programs.

Objective

The ultimate objective of the consultancy is to develop a unified template for the preparation of local program budgeting plans for LSGs and to introduce a Monitoring and evaluation system to evaluate the implementation and execution of the developed programs.

Tasks and Responsibilities

Under the supervision of the Programme Manager, the Consultant will perform the following tasks:

Develop a unified template for the preparation of local program budgeting plans for LSGs and agree with the Ministry of Finance of the Kyrgyz Republic; This would include the following components:Identify the list of documents required for the formulation of program budgeting plans;Identify the main stakeholder s to be involved to the process of formulation of program budgeting plans;Specify and justify which performance indicators have to be used for budget programs and measures;Describe and justify the calculation procedure: cost of budget programs and measures, what kind of documents are needed;Determine the target values for performance indicators of program budgeting plans and measures.Develop a Monitoring and evaluation system to evaluate the implementation and execution of the developed programs. This would include the following components:Inception report - outlining in detail the activities to be undertaken by the consultant including methodology, implementation plan and timelines. It should also include an overview of the narrative summarizing the consultant's understanding of the scope and the intended goals of the Monitoring and evaluation system and an outline of the final report;Monitor the application of program budgets in three pilot areas (Balykchy, Naryn and Mailuu-Suu) and prepare detailed Monitoring and evaluation system for further M&E of local program budgets;In co-operation with the Ministry of Economy and Finance of the Kyrgyz Republic and local self-governments, bodies conduct a seminar with participation of experts' community and other stakeholders to receive recommendations and comments concerning the developed documents;Submit monthly and final summary monitoring and evaluation reports, including information on supported events in accordance with reporting requirements of the OSCE Programme Office in Bishkek;Submit final M&E progress report, which includes consolidated analysis by each sector (challenges, lessons learned, and recommendations).

Consultant shall provide the consulting services in Kyrgyzstan, Bishkek.

Necessary Qualifications

Education

  • Graduate degree in finance, business administration, public policy, public administration or closely related fields.

Professional Experiences

  • Preference will be given to individuals with proven relevant experience in undertaking a task of similar magnitude, and shall preferably among others, have the following qualifications and experience:
  • Relevant experience of not less than 5 years;
  • Experience in public policy and finance is highly desirable;
  • Previous experience in preparation of strategies, action plans, reviews, recommendations development;
  • Experience in development and formulation of local program budgeting plans.

  • Ability to lead and facilitate multi-stakeholder consultation processes and dialogues, to communicate effectively and build trust;
  • Strong analytical , synthesis, report editing and writing skills in Russian and Kyrgyz;

Language Skills

  • Fluency in Russian and Kyrgyz;
  • Knowledge of English is desirable.

Remuneration Package

Remuneration will depend on the selected consultant's qualifications and experience and be in accordance with OSCE established rates.
