Background:

The POiB is striving to improve its Monitoring and Evaluation (M&E) system for better planning and efficiency of its interventions in Kyrgyzstan. In this regard, the POiB has hired M&E Assistants in each department, and the Programme Co-ordination Unit (PCU) serves as a hub for gathering all the data collected and sorted by M&E Assistants for further evaluation and use in strategic planning of the POiB’s future course of actions in the host State. To improve the overall effectiveness of the M&E system, the POiB will hire a consultant to support the office with the revision and optimization of the current M&E practices and policies, helping the office with the development of a tailored M&E strategy with a detailed specification of relevant M&E roles and responsibilities. The strong M&E system will further strengthen the accountability of POiB interventions in Kyrgyzstan. It will also assist the senior management and heads of departments to have an accurate and timely data on efficiency of each intervention, as well as its impact on the wellbeing of the citizens of the country. The enhanced M&E system will increase the effectiveness of planning the upcoming activities and project design. At the same time, this system will provide more robust basis for fundraising for any Extra-Budgetary (ExB) projects planned in the mission.

Objective of Assignment:

To improve the POiB’s M&E system for increased accountability, effectiveness as well as better planning of its interventions in Kyrgyzstan.

Tasks and Responsibilities:

Under the supervision of the Senior Planning and Co-ordination Officer and National Programme Officers, the consultant will perform the following tasks:

Conduct a comprehensive overview of the POiB’s current M&E system and practices including: desk review of the relevant documentation, functions, tools and processes; interview with the senior management, PCU, M&E assistants, focus group meetings with programmatic staff from each Department; observing programmatic meetings, as appropriate. Review, revise and develop, as appropriate, methodologies, data collection instruments, templates and analytical procedures for monitoring and evaluation of project activities; Develop recommendations and guidelines on the analysis and practical use of collected qualitative and quantitative M&E data in programmatic work as well as propose a user friendly data management (online) platform; Develop and propose for consideration the POiB’s Strategy and Action Plan on M&E with detailed division of tasks between programme and M&E as well as specifying roles and responsibilities of both M&E and programme staff; Provide mentoring support to the PCU, M&E assistants and relevant staff in the Departments on the use of the proposed methodology, tools and processes; Develop and provide a deliverables report discussing different tasks of the assignment, related materials and recommendations for further improvement.

The consultant will work from home as well as in Kyrgyzstan during the assignment.


Deliverables:

By the end of the SSA assignment, the consultant shall provide the following:

Reviewed/developed M&E methodologies, data collection instruments, templates and analytical procedures, including a proposed M&E (online) platform; Recommendations and guidelines on the analysis and practical use of collected qualitative and quantitative M&E data in programmatic work as well as proposal of a user-friendly data management online platform; A proposal of M&E Strategy and Action Plan for the POiB; Final deliverables report upon completion of the assignment in English language setting forth final findings, conclusions, recommendations and follow-up actions, if required (not later than 10 working days after the completion of the assignment). The consultant shall provide the final report along with related annexes as results of his/her consultancy performance and an invoice; Presentation of the main deliverables and recommendations to the POiB senior management and other interested parties An online training for relevant POiB staff on the implementation of the proposed M&E system.

In addition to the above, the consultant shall closely co-operate, throughout the entire assignment, with the Senior Planning and Co-ordination Officer and National Programme Officers from the Programme Co-ordination Unit. At least 3 co-ordination meetings should be organized, in online or offline format, in order to discuss, among other things, the progress of work, key recommendations, and the overall shape of the required deliverables.

Necessary Qualifications:

Advanced academic degree in a relevant field; Minimum 6 years of experience as an expert or equivalent working on issues related to monitoring and evaluation, designing learning systems, tools and processes in an international development environment; Excellent knowledge of monitoring and evaluation tools; Excellent analytical, writing and presentation skills; Experience in conducting project evaluations and developing strategic programmes; Experience of providing mentoring and guidance on M&E across development projects; Professional knowledge of the OSCE structure and operations; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work with people of different cultural, religious backgrounds, different gender, and diverse views, while maintaining impartiality and objectivity; Flexibility, ability to work under minimum supervision and deliver against tight deadlines; Professional fluency in English, knowledge of Russian / Kyrgyz is an asset; Knowledge of the Central Asian region and Kyrgyzstan is an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
