Background

The Kyrgyz Republic pays great importance to the implementation of information and digital technologies, in order to increase the efficiency of public administration and reduce the human factor and the corruption component in government bodies of the country. The goal of the Electronic Interoperability Center "Tunduk" (EiC) is to ensure technical coordination in the implementation of the electronic governance system in the Kyrgyz Republic and electronic interaction between government bodies, local governments, government institutions and enterprises, legal entities, and physical persons, including the provision of state and municipal services in electronic format. In order to provide consulting assistance and technical administration, the EiC seeks to engage the services of three IT business analysts who will contribute to the development of new and modernization of existing automated information systems, analyze business processed, optimize and implement the system activities. The work of analysts will be directly supervised by the EiC "Tunduk" and Economic and Environmental Department of the OSCE Programme Office in Bishkek.

Tasks and Responsibilities

Analysis of the business process of the required systems; Optimization of the systems and assistance in updating the system functionality; Elaboration of recommendations for optimization of systems and the writing of new services; Identification and elimination of errors in the operation of system; Setting tasks for programmers; Monitoring of timely and high-quality implementation of system activities; System testing; Working out all types of documentation including the required terms of references; Conducting working meetings with government agencies and commercial organizations regarding the system; Executing other tasks in the IT-sphere assigned by the EiC "Tunduk".

Necessary Qualifications

  • Citizen of the Kyrgyz Republic;
  • Higher education diploma;
  • Practical work experience - at least 3 years in the position of an IT analyst/business expert, or performing analytical tasks in a different role (requirements analyst, systems analyst, IT consultant, etc.);
  • Practical experience in management positions - at least 2 years;
  • Practical experience as a project coordinator - at least 2 years;
  • Relevant experience of participation in projects with IT component, in the role of analyst on integration projects in government agencies, banks, large system integrators or telecommunications companies (at least 2 years);
  • Experience and knowledge of approaches to the collection, analysis, description of functional and non-functional requirements;
  • Experience of working for government agencies (desired);
  • Experience in writing terms of references, development of regulatory and project documentation;
  • Experience of interaction with developers (setting tasks and receiving results);
  • Knowledge of BPMN, UML methodologies (use case, activity, class, and sequence);
  • SCRUM/Agile development experience;
  • Knowledge of system analysis;
  • Analytical mind, a systematic and proactive approach, responsibility, and ability to work both independently and in a team;
  • Excellent command of Russian language. Knowledge of English and Kyrgyz languages is desirable;
  • Knowledge of methodology for collecting information, its analysis and formalization;
  • Knowledge of the basics of programming, building algorithms and testing;
  • Skills of structured presentation of information and good communication skills.

Remuneration Package

Remuneration will depend on the selected consultant's qualifications and experience and be in accordance with OSCE established rates.
