Background
Since 2018, Kyrgyzstan launched several important strategies, including the new National Development Strategy for the Kyrgyz Republic 2018- 2040, the Development Programme of the Kyrgyz Republic 2018-2022: "Unity. Trust. Creation", and Government Program on the Development of Green Economy 2019-2023. Taken together, these three documents articulate the policy framework for advancing environmental awareness and education in Kyrgyzstan within the larger context of the national framework for sustainable development. However, besides national commitments, Kyrgyzstan is strongly committed to implementing the 2030 Agenda for Sustainable Development and Paris Agreement. This is embodied in the fourth Sustainable Development Goal, to "ensure inclusive and quality education for all and promote lifelong learning".
In 2020, the OSCE Programme Office received a request letter from the Kyrgyz Education Academy to provide expert support in conducting ToT courses for teachers of general education organizations on the basics of environmental education (EE) with explicit attention to the green economy. In the framework of the given activity, OSCE Programme Office in Bishkek will contract ICT consultant to support the Kyrgyz Education Academy in development of training modules for planned ToT courses with the use of ICT tools. These tools have merit for promoting environmental awareness, attitudes, skills, and interdisciplinary thinking of students, and encourage student participation toward resolution of environmental problems. Experimenting with these tools when teaching EE may produce useful and insightful outcomes, particularly when faced such constraints as during Covid-19 pandemic, when outdoor experiences and field trips difficult to actualize.
Objective
The ultimate objective of the consultancy is to develop a training module for planned ToT courses based on the developed teaching manuals for teachers and students of "Nature History" and "Individual and the Society" school courses. In addition, Consultant is responsible for the organization and conduction of a cycle of ToT courses in 7 provinces of the republic to increase the potential of teachers in sustainable development, environmental security, green economy and other interrelated issues.
Tasks and Responsibilities
Under the supervision of the Programme Manager, the Consultant will perform the following tasks: Develop a training module for planned ToT courses:
Prepare and submit detailed work plan with methodology of capacity needs assessment, training modules and training programme schedules;Assess the capacity needs of the training participants before training in consultation with the experts of Kyrgyz Education Academy for promoting environmental education in general education organizations through questionnaires;Development of information and communication approaches and techniques, integration into a training module;Development of training materials using distance learning technologies; A manual should be focused on teaching with the use of non-standard teaching approaches, game elements, an interactive form of teaching with the predominant role of the students themselves in the learning process;Module should be prepared taking into consideration a key principle - the quality involvement of teacher s in the development process to ensure that final deliverable is useful, understandable and interesting for them;Prepare and hold a presentation on digital literacy (working on the Internet, working with software - installing software, launching software, saving files), creating your own network content, as well as integrating key issues into subjects taught by teachers, filming video lessons;Conduct a cycle of ToT seminars using developed module in 7 provinces of the republic in close cooperation with local education departments and environmental protection agencies;Undertake post-training assessment against the pre-training assessment;Seek feedback from participants to evaluate the effectiveness and impact of the training;Submit training report, along with printed and soft copies of detailed training modules in Russian and Kyrgyz, participants ' feedback and pre- and post- test assessment results;Based on the observations of monitoring, make adjustments and / or additions to the developed manual;
Consultant shall provide the consulting services in Kyrgyzstan, Bishkek.
