Background:
The inclusion of youth in political processes is crucial since the youth constitutes a positive force for transformative social change. The POiB assists the Kyrgyz Republic in enhancing democratization processes in line with the OSCE commitments, and pays special attention to the advancement of political participation of youth through elections.

Objective of Assignment:
The objective of the assignment is to provide an expert support for youth capacity building activities, which shall include training, discussion clubs and other relevant initiatives.

Duration of Assignment:
4 months

Tasks and Responsibilities:
Under the overall supervision of the Head of Human Dimension, the successful candidate will be tasked with the following duties:

Develop and agree with the OSCE POiB a methodology and programme of capacity-building activities; Develop and agree with the OSCE POiB information materials, including promo-materials, to be distributed among participants of the capacity-building events; Organize a series of capacity-building events in Bishkek city, Issyk-Kul, Osh and Jalalabad provinces; Ensure the participation of at least 30 young people in each capacity-building event; Provide recommendations for the POiB on follow-up civic education activities with a special focus on increasing youth knowledge and capacity.

Necessary Qualifications:

University degree in the field of Management, Law, Politics, Social Sciences or related field; Minimum three years of practical experience in the field of human rights, democratization, election, political affairs; Strong knowledge of Kyrgyz legislation system particularly in electoral rights; Strong knowledge of strategic planning and project management; Experience in training of youth; Fluency in Kyrgyz and Russian and excellent analytical and writing skills; Strong organisational and communication skills; Flexibility, ability to work under minimal supervision and deliver against tight deadlines.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
