Job Purpose

The purpose of the evaluation is to assess the effectiveness, relevance, efficiency, sustainability, and impact of Cruz Vermelha de Timor-Leste (CVTL) Integrated Community-Based Risk Reduction (ICBRR) Program in Timor-Leste. This program is supported by International Federation of Red Cross and Red Crescent Societies (IFRC) and Korean Ministry of Foreign Affair (MOFA). The result of this evaluation will be used to improve future ICBRR program implementation. It is expected that key lessons and recommendations from this evaluation will guide CVTL in on-going as well as future program or projects and contribute to broader Red Cross Red Crescent learning, to address better project implementation for long-term impact and sustainability.

As a part of the evaluation process, CVTL has conducted an end line survey. The result of this survey needs to be analysed and included in the evaluation document to get a more comprehensive picture and quantitative data of the changes the ICBRR program has brought in Timor Leste as a part of an effort to improve the community resilience.

Job Duties and Responsibilities

Scope

The focus is on the ICBRR interventions area in Timor Leste, those are:

  • Seloi Kraik and Fatrilau in Aileu Municipality
  • Holpilat and Beco in Covalima Municipality
  • Macadique in Viqueque. Macadique has two areas, Macadique I and II

Objectives

For the above purpose, the evaluation will focus on the following:

  • Analysis of the end line survey data collected by CVTL to get quantitative data of the program.
  • To assess the Relevance, Efficiency, Impact, Sustainability and Connectedness, Coordination and Knowledge of the ICBRR program.
  • To assess the major strengths and limitations (SLOT) of the project and generate key lessons for future ICBRR program improvement.

The evaluation should highlight good practice, lessons learned and areas for improvement, including concrete recommendations on how to proceed.

Output/Deliverables

  • Deliverables: Evaluation Inception Report

Description: An inception report must be prepared by the evaluator before full data collection stage. It provides the project and the evaluators with an opportunity to verify that they share the same understanding about the evaluation and clarify any misunderstanding at the outset. It will include the proposed methodologies, data collection and reporting plans with draft data collection tools such as interview guides, the allocation of roles and responsibilities within the team, a timeframe with firm dates for deliverables, budget allocation and the travel and logistical arrangements for the team.

Timeline: 15 April 2021

  • Deliverables: Draft Of The Final Evaluation Report and End- Line Survey Analysis

Description: A draft report, identifying key findings, conclusions, recommendations, and lessons for the current and future project. The key stakeholders in the evaluation must review the draft evaluation report to ensure that the evaluation meets the required quality criteria.

Timeline: 30 April 2021

  • Deliverables: The Final Evaluation Report and End-Line Survey Analysis

Description: The final report will contain a short executive summary (no more than 1,000 words) and a main body of the report (no more than 10,000 words) covering the background of the intervention evaluated, a description of the evaluation methods and limitations, findings, conclusions, lessons learned, and recommendations. The report should also contain appropriate appendices, including a copy of the ToR, cited resources or bibliography, a list of those interviewed and any other relevant materials.

Knowledge, Skills and Language

Review Team and Qualifications

The Team Leader of this evaluation must have experience or significant knowledge of humanitarian programmes responding to major disasters and previous experience in conducting evaluations for small-to-medium scale programmes. The Team Leader will be supported by a review team from representatives of CVTL and IFRC. Any other National Societies in the region may also be encouraged to send their representative to be part of the evaluation to promote peer learning.

The following characteristics are highly desirable for the evaluation team:

  • For the Team Leader: Demonstrable experience in leading evaluations of humanitarian programmes responding to major disasters.
  • Knowledge of activities generally conducted by humanitarian organizations, mainly in the Community Based Risk Reduction.
  • Field experience in the evaluation of humanitarian or development programmes, with prior experience of evaluating Red Cross programmes desirable.
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner (examples of previous work may be requested).
  • Previous experience in coordination, design, implementation, and monitoring and evaluation of humanitarian programmes.
  • Ability to work within tight deadlines and manage with available resources.
  • Fluent in spoken and written English and have a working knowledge in Tetun (preferred).
  • All individuals of the evaluation team should have relevant degrees or equivalent experience.
  • Timor – Leste in country candidate is preferred to avoid the risk of travel restriction to Timor – Leste and quarantine policy due to COVID-19 pandemic.
