Purpose of this consultancy:

The purpose of the International GBV Knowledge Management Consultant is to support the set up of coordination and knowledge management mechanisms for APRO’s multiple donor-funded GBV and harmful practices initiatives.

Scope of work:
Gender-based violence (GBV) continues to remain extremely pervasive in Asia and the Pacific region. The percentage of women who have experienced physical and/or sexual violence at the hands of an intimate partner over their lifetime ranges from 64 percent to 15 percent. Analysis of lifetime and last 12 months’ experience of violence reported by women shows that in most countries, women are unable to come out of the situation of violence or make the violence stop. Across the region, women and girls experience unequal access to services, and discriminatory practices and policies that prevent the realization of their agency and rights.
To accelerate actions on GBV prevention and response and to address harmful practices UNFPA Asia Pacific regional office has mobilised non-core funds from a number of sources for inter-agency joint initiatives to be implemented over the next four years.
Under the direct supervision of UNFPA APRO GBV Specialist and overall guidance of APRO GBV Advisor, the Consultant will support the set up of coordination and knowledge management mechanisms and develop reports within different donor-funded GBV and harmful practices initiatives.
Expected deliverables include:

a. Support the establishment and facilitation of a community of practice for addressing female genital mutilation in Asia Pacific region.
b. Support the co-convening of an Asia Pacific community of practice on ending child marriage
c. Coordinate the organisation of regional events, partners meeting and consultations on a range of topics including GBV and harmful practices.
d. Facilitate organisation of CO peer to peer exchange and learning sessions, including webinars, on GBV and harmful practices
e. Lead the development of reports of regional expert group meetings, symposium and other regional consultations
f. Support the day to day coordination of donor-funded projects with a particular focus on knowledge management and reporting of joint programmes.
g. Support APRO’s engagement in regional inter-agency fora, mechanisms and processes on addressing GBV in development and humanitarian settings, including GBVIE ad hoc working group, UNiTE Working Group, Inter-agency Group on Gender in Humanitarian Action and other
h. Document lessons learnt and promising practices from CO exchanges on evidence-informed GBV and Harmful Practices programming.

Duration and working schedule:

The total duration of the consultancy will be 200 working days between 11 months of the contract (August 2024 to 30 June 2025). The selected consultant will develop a monthly workplan in consultation with the GBV team.

This is homebased work.

Delivery dates and how work will be delivered:

Basis of payment: Daily rate, to be paid in 4 instalments upon accumulation of 50 working days each instalment, on the basis of work completed towards deliverables specified below and acceptance by UNFPA APRO.

While the type of deliverables is mentioned below, the exact number are not possible to be quantified at this stage given the majority of the work will be based on consultations with joint programme partners.

Expected deliverables include, among others:
- At least 10 different reports developed for various regional initiatives on GBV and Harmful practices in consultation with APRO GBV team and relevant COs
- At least 1 community of practice set up and made functional with guidelines for membership, themes and templates
- At least 10 learning sessions, peer to peer exchange organised with UNFPA COs on GBV and HPs
- Report of learning sessions and meetings developed and uploaded on microsite
- At least 5 regional events supported through concept notes, facilitation and documentation

Note that no payment will be made until the corresponding deliverables are formally accepted and approved by UNFPA APRO.

Monitoring and progress control:

A work plan/delivery monitoring schedule will be determined by APRO and the Consultant at the outset of the consultancy. A tracking sheet will be used to note progress against the TOR deliverables and deadlines.

Supervisory arrangements:

The consultant will directly report to UNFPA APRO GBV Specialist with overall supervision from GBV Advisor.

Expected travel:

Travel to the Regional Office (Bangkok) and/or UNFPA Country Offices or other venues are expected, with exact dates and duration to be determined based on the need at the time of deployment. Travel expenses will be covered by UNFPA as per Travel policy.

The consultant will use their personal laptop/computer. UNFPA APRO will link the consultant to Country Office Gender/GBV focal points wherever necessary.

Qualifications and Experience:

Education: Master’s degree with specialisation in relevant area such as gender or GBV.

Knowledge and Experience:

● At least seven years of specialised experience in GBV programming at an international level
● Demonstrated experience with donor reporting
● Proficiency in English required
● Working experience in the Asia Pacific Region and previous experience with UNFPA is preferred
● Strong writing and documentation skills
● Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources.
● Strong interpersonal skills and the ability to work within different cultural environments

Languages:

English proficiency is mandatory.
