Produce a paper on the status of implementation of Article 49 of UNCAC (8500 words), providing (i) an overview of the legal basis, (ii) outlining the principles of operation of joint investigation teams, and (iii) analyzing the impact of using joint investigation teams for international cooperation and asset return. B. Develop the outline of a report on the legal and practical issues arising from the implementation of Article 49 of UNCAC and design a questionnaire for collecting relevant inputs from operational anti-corruption law enforcement authorities, members of the GlobE Network, aiming to gather information on their good practices and challenges regarding the use of joint investigative teams established in accordance with Article 49 of UNCAC. C. Produce the first draft of a report on the legal and practical issues arising from the implementation of Article 49 of UNCAC by integrating the content of the paper on the status of implementation of Article 49 of UNCAC, performing additional desk review on the topic, and analyzing the consolidated responses to the data collection questionnaire. D. Integrate the feedback received after the revision of the draft and produce a final report on the legal and practical issues arising from the implementation of Article 49 of UNCAC. Qualifications/special skills• Advanced university degree (Master's degree or equivalent) in international law, criminal law or international relations is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least 10 years of progressively responsible experience in the field of research and/or training in the areas of public international law, criminal law, organized crime or crime prevention and criminal justice is required, with a particular focus on investigations and international cooperation in criminal matters; • Capacity to work independently and with minimal supervision is required; • Excellent oral and written communication skills is required; • Knowledge of the work of the United Nations, including its technical assistance activities, is desirable; • Previous work experience in an international organization or in supporting intergovernmental or regional processes is desirable. • Previous experience in conducting research related to the use of joint investigative teams, is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English, i.e. oral and written proficiency, is required.
