How can you make a difference?

The Regional ICT section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide T4D programmatic support on COVID-19. The consultant will work in close coordination with the T4D Manager and oversight by the Regional Chief of ICT to address the increased need for T4D Programmatic support to the East Asia and Pacific Region in the context of COVID-19 outbreak.

Work Assignment:

The consultant will work under the direct supervision of EAPRO Regional Chief of ICT and also work in close coordination with the T4D Manager. The consultant will perform the following tasks:

1. Guidelines and strategy development:• Contribute to the development of T4D strategies for effective COVID-19 programmatic response and regional priority areas, including assessment of T4D gaps, opportunities, standards, guidelines and develop a scale-up strategy for the Region;• Help identify showcase T4D initiatives in the Region for potential regional adaptation and scale-up. Engage ICT Division at headquarters and liaise closely with the Office of Global Innovation on potential strategies for scale-up in other regions or globally.

2. Partnerships and building blocks:• Help raise awareness of potential partners in the COVID-19 response and solutions to the region’s ICT and Programme community;• Research, identify and engage with potential regional and country specific T4D partners (including, but not limited to, the private sector) and explore areas of engagement to promote and enhance UNICEF goals in the area of T4D; • Participate in and facilitate the establishment of strategic long-term engagements (such as LTAs, PCAs and MoUs) with strategic partners in the region; • Work with partners, including UNICEF’s ICT Division at headquarters and the Office of Innovation, to identify and package solutions building blocks that can be added to the T4D solutions suite.

3. Technical assistance:• Under the guidance of the T4D Manager, provide support and technical assistance to Country Offices in the area of COVID-19 digital programmatic response and work with stakeholders to help develop standards, procedures and partnerships for T4D initiatives to be adopted within the region and possibly globally; • Assist Country Offices in identifying and assessing new T4D initiatives, or new phases of ongoing initiatives, with potential to improve the UNICEF programmatic and emergency response; • Support the identification of appropriate mobile options and solutions (SMS, IVR, Social Media Apps), that will correspond to COVID-19 Country Programme need; • Support the process of selection, negotiation and engagement with Mobile Network Operators (MNOs) and Regulatory authorities;• Advise Country Offices on the optimal way to establish support structures for T4D initiatives identification, design, project management, scale-up and maintenance.

4. Research and analysis:• Collect data, undertake analysis and prepare reports on existing initiatives and solutions; capture lessons learnt from various programmes; and share resources available; • Document and disseminate information on COVID-19 and related T4D response initiatives.

5. Capacity building: • Where appropriate, help Country Offices across all sections (ICT and Programmes) source Business and Technical Analysis or any additional T4D/Digital Innovation capacity required to help define requirements, guidelines, sustainability or the delivery of T4D solutions; • When appropriate, plan, coordinate, organize cross-sectorial T4D network meetings, workshops and training events to address specific needs and capacity gaps identified in the region; • Assist in the writing of template Terms of Reference for external vendors and consultants; • Help build a roster of qualified T4D, Digital Innovations, Data interns/consultants to respond to the increased regional demands.

6. T4D Focal Point: • Under the guidance of the Regional T4D Manager, act as focal point for regional COVID-19 and T4D related matters towards Country Offices, regional Programme sections, external partners, ICT Division/HQ and the Office of Innovation; • If required, represent the region in inter-agency or partner T4D forums.

Estimated Duration of Contract: 6 months, starting 1 May 2020 (Full-time), with possibility of extension depending on the needs and performance.

Official Travel: The consultant will be based in the Bangkok UNICEF Regional Office. He/she may need to travel to Country Offices depending on pre-approved requests for technical assistance.

** Due to the current travel restrictions, the consultant will work from his/her premises. If travel restrictions are lifted before the end of the contract, there might be a need for consultant to be in the Bangkok UNICEF Regional Office.
