Terms of Reference – Communications Consultant

Position : Communications Consultant

Duration : Six months

Context:

Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and is dedicated to promoting humane and orderly migration for the benefit of all. IOM implements innovative projects aimed at young people and aspirant migrants through a Communication for Development (C4D) approach – aiming to empower young people and potential migrants make informed decisions about migration.

Under the direct supervision of the Media and Communications Officer, overall supervision of the Chief of Mission, and in close coordination with the Communication for Development (C4D) Officer and the Regional Awareness Raising Unit in Dakar, the successful candidate will assist in digital and multimedia production for the mission’s communication and awareness raising campaigns.

Core Functions / Responsibilities:

  1. Contribute to the development and implementation of the mission’s digital awareness raising strategy that positions the mission as the lead development organization in promoting safe and orderly migration.

  2. Support the mainstreaming of the communication for development (C4D) approach into digital awareness raising campaigns.

  3. Produce print and audio-visual public information and visibility material.

  4. Contribute to data gathering and mapping initiatives aimed at strengthening awareness raising campaigns.

  5. In coordination with the Communication for Development (C4D) Officer, supervise returnee-volunteers in collecting multimedia content and provide close guidance on all technical aspects of multimedia production.

  6. Facilitate interactive and practical workshops on content creation.

  7. Edit raw videos and interviews.

  8. Organize and manage all the content created (raw and edited) on internal folders or other required platforms.

  9. Deliver trainings to build the audio-visual technical capacities of staff members and returnee-volunteers.

  10. Monitor digital awareness raising activities, including the integration of gender considerations, and provide feedback for evaluation purposes.

  11. Undertake duty travel as needed.

  12. Perform such other duties as may be assigned.

Copyright and Utilization Rights:

The copyright of all video materials produced (raw and edited) taken during the assignment will belong to IOM.

Required Qualifications and Experience:

Education

· Master’s degree in Communications, Journalism, Arts, Social Sciences, Development Studies, International Affairs or a related field with two years of relevant professional experience; or

· University degree in Communications, Journalism, Arts, Social Sciences, Development Studies, International Affairs or a related field with four years of relevant professional experience.

Experience

· Experience in digital content creation, including photography, videography, graphic design and editing;

· Experience in the application of the communication for development (C4D) approach;

· Demonstrated high competency as a writer and editor in English;

· Experience in the development, implementation and monitoring of community engagement initiatives is an advantage;

· Exposure to IOM’s institutional setting and or other international organizations is an advantage;

· Excellent grasp of migration dynamics in West Africa is an advantage;

· Work experience in delivering trainings is an advantage.

Languages

Fluency in English is required. Working knowledge of French and/or a local language is an advantage.

Other:

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
