PROJECT DESCRIPTION: The “TB Innovations and Health Systems Strengthening” (TB-IHSS) project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection and treatment. It supports the Government of Philippines in its endeavor to eliminate TB by binding, building and strengthening innovative approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates.

JOB SUMMARY: Communication Specialist will be responsible for technical leadership of the program to ensure quality, timeliness, and efficiency of all products and activities generated while the Senior Communication Specialist is on leave. S/he will continue to lead the current SBCC approach to meet the project’s objectives to reach vulnerable and high-risk populations with tailored and appropriate TB outreach and services.

KEY RESPONSIBILITIES

  • Provide overall technical expertise in the implementation of demand generation and Social and Behavioral Change Communication (SBCC) strategies to address TB and TB control.

  • Oversee the implementation of sub-award, ensuring achievements in a timely manner and in full support and compliance with FHI 360 and USAID grant requirements.

  • Work with various technical teams to ensure that the communication needs are attended.

  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.

  • Oversee a team of communication experts and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members while the Demand Generation Team Lead in on leave

  • Represent the project in technical meetings, conferences, and coordination platforms while the Demand Generation Team Lead in on leave

    EDUCATION/EXPERIENCE

    • BS/BA (Mass Communication, Fine Arts, Development Studies, Marketing, Advertising, Public health, or related field.)

      • At least 8 years of direct experience in SBCC or communication for development with managerial role

      • Experience designing, implementing, monitoring and evaluating SBCC programs and interventions for vulnerable population

      • Excellent oral and written communication skills in English

        WORKING CONDITIONS AND TRAVEL REQUIREMENTS
        · Usual office working conditions.
        · Ability to travel domestically at least 25%.
