Project Description

The purpose of the USAID Caribbean Energy Sector Reform project is to provide technical assistance for energy reform to utilities, ministries, and regulators in the host countries to develop policies, laws, regulations, tools, and processes to design and operate more resilient and modern energy systems. By supporting the development, reform, and promotion of sustainable policies in the energy sector, this project will facilitate the harmonization of islands’ policies therefore creating a larger market

for the expansion of cleaner and renewable energy generation. The anticipated project will be based in Santo Domingo, Dominican Republic and include programming in Haiti, Jamaica, Dominican Republic, 10 Eastern/Southern Caribbean nations (Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Barbados, Trinidad and Tobago, Guyana, and Suriname).

Position Description

RTI seeks a Communication Specialist for the recently awarded USAID Caribbean Energy Sector Reform project. The Communication Specialist will be responsible for ensuring compliance with USAID and RTI policies and procedures as well as developing and implementing a vigorous communications strategy to raise public climate and energy awareness, build demand for local energy innovations, and coordinate with local governments to improve energy sector efficiency. This position will be based in Santo Domingo, Dominican Republic and will report to the Chief of Party (COP).

Essential Duties:

Develop and implement a communication strategy for the project, in collaboration with USAID. Draft, clear, and disseminate news releases and advisories to radio, television, and electronic media. Develop and maintain relationships with members of the media. Ensure that USAID branding and marking requirements are followed. Write and clear success stories and other written technical products about the project’s work. Organize events such as Innovation Fairs and periodic knowledge-sharing meetings for local governments to exchange experiences and reinforce their efforts for change. Develop other communication tools (newsletters, pamphlets, project briefs) as needed. Contribute to the development, preparation, and editing of annual work plans, quarterly reports and other reports to USAID. Promote knowledge sharing through the RTI organization’s processes, systems, and departments/units by helping develop and strengthen links between them to facilitate exchange of information. Where appropriate, engage and oversee graphic design, video, photography, and other creative consultants to implement strategic communication activities. Perform other tasks as assigned by the Supervisor from time to time.

Minimum Required Education & Experience

Bachelor's Degree and 5 years of experience, Master's degree and 3 years of experience or equivalent combination of education and experience.

Skills & Abilities

Experience preparing communication plans Demonstrated knowledge of USAID branding and marking guidelines Experience with graphic design, photography, and/or videography a plus Experience hosting and managing events, including event logistics Communication experience on donor-funded projects preferred Familiarity with the energy sector and related topics is preferred Excellent knowledge of MS Word, Outlook, PowerPoint, Excel Demonstrated ability to think strategically about communication objectives Ability to multi-task and work independently. Ability to listen and communicate well both verbally and in writing, in both Spanish and English
