Purpose of Job

The Climate Policy and Carbon Market Associate will support the Head in the implementation of the carbon market development activities, including where such activities relate to the international climate funding, such as under related GCF, CIF and IKI programmes.

This is a multifaceted role that will support the team in furthering international climate policy and engagement, with a focus on carbon market development. The EBRD is implementing a number of carbon market development activities that are co-funded by donors like the CIF, GCF and IKI. In these programmes carbon market development is part of the transformational policy dialogue and integrates with the provision of climate finance. The Associate will focus on the implementation of the carbon market related activities and provide carbon market expertise herein.

Kindly note that the duration for this position will range from two years to two and a half years.

Accountabilities & Responsibilities

Carbon Value Creation

• Originate, develop and structure carbon monetisation transactions for the emission reduction projects, if feasible and whilst observing climate co-funding conditions.

Policy dialogue
• Review and provide critical comment on policy documents prepared under policy dialogue assignments, such as for the carbon market development in Kazakhstan and the High Impact Programme.
• Manage specific policy dialogue assignments in these fields from consultancy procurement to conclusion.
• Support the team in developing relevant policy products in support of investments in sustainable energy and resource use.

Communications
• Support the development of appropriate communications in relation to the carbon market developments, and progress achieved.
• Contribute to the team’s communications effort related to carbon markets through the drafting of e.g. press releases and social media entries.

Donor reporting
• Ensure adequate and timely reporting to the donors for the carbon market development activities.

Knowledge, Skills, Experience & Qualifications

Education
• Commercial Engineering or Business Economics degree (Master's degree)

Required Experience
• Experience in energy/resource efficiency policy analysis and formulation from a multilateral, governmental, or civil society perspective, or within a development finance institution.
• Experience in managing projects and consultants.
• Experience of communicating complex policy and technical issues to a wide range of stakeholders.
• Experience dealing with senior government officials on policy-related issues.
• Experience in emerging markets, including the transition economies, Turkey, or MENA.

Desirable Experience
• Experience of development finance

Language/Technical
• Excellent English, and either Russian, French, Turkish, Arabic would be advantageous
• Computer literate (advanced Excel/Powerpoint, MS Word)
