About this position:

We are looking for a consultant to support the implementation and operation of the ACL Multi-donor Trust Fund, to provide the technical and operational support needed to ensure its smooth operation, and to support IDBG efforts to provide accurate and timely information to the Trust Fund Donors.The IDB Group has designed a comprehensive strategy to attract and mobilize resources to support countries’ implementation of their Nationally Determined Contributions (NDCs) and their national sustainable development objectives. The NDC Pipeline ACCELERATOR (ACL), an important piece of this support strategy, is a Facility intended to support LAC national and subnational entities to plan and design infrastructure investments that are in line with countries’ NDCs and the SDGs.

The ACL, funded through a Multi-donor Trust Fund hosted and administered by the IDB Group, will provide resources to cover the additional costs associated with ensuring that projects are planned, designed and managed to be sustainable —in terms of low carbon and climate resilience, in addition to other social, fiscal and environmental sustainability objectives—, in order to accelerate these through the project cycle.

You will work for the Climate Change Division (“CSD/CCS”), which is part of the Climate Change and Sustainability Sector (“CSD”). This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. In addition, CSD carries out relevant sector research, analytical work, sector practices and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support: (i) in the mainstreaming of climate change in the actions and operations of the IDB group and (ii) in the mainstreaming of climate change in the regional countries of the IDB group through support to the ministries of environment, planning, and economy and finance of the region. Both axes share the objective of strengthening climate policy at the subnational, national, and regional levels.

What you’ll do:

  • Elaborate (in coordination with the lead specialist) trust fund annual work plans, ensure effective implementation, and schedule activities according to the Fund’s performance indicators and donors priorities and expectations.
  • Coordinate the fund’s results framework in coordination with donors and internal divisions (such as ORP, GCM and SPD) giving technical assistance to project teams for its correct implementation, ensuring correct reporting.
  • In close coordination with IDB country specialists, conduct technical review, provide advice on the eligibility criteria on proposals for funding with attention to quality, completeness, strategic alignment with ACL goals, objectives and guidelines for monitoring and evaluation.
  • Monitor operations, in coordination with operational units of the IDB Group and support Team Leaders giving technical feedback to complete annual reports and ensure adequate inclusion of quantitative and qualitative data.
  • Coordinate steering committee meetings and materials in close collaboration with ORP and GCM and support fundraising efforts.
  • Contribute to the implementation of the communications strategy and produce communication material for potential panels in international conferences, steering committee meetings and IDB website.
  • Under the supervision of the Lead Specialist oversee and update the fund’s pipeline documents, number of approvals, project cycle status and other relevant files to provide monthly reports and financial updates as required by management, ORP and/or GCM.
  • Write semi-annual and annual reports to present to Donors highlighting fund achievements and indicators results in close collaboration with GCM and ORP office.
  • Publish procurement opportunities, report ACL operations results to support the Climate Finance tracking team on activities related to the ACL operations including approvals of new operations.
  • Undertake other activities as needed, to ensure the alignment of the ACL to the IDB Group work agenda on access to climate finance and climate change agenda.
  • Propose new items to strengthen the agenda of CSD/CCS, in coordination with HQ and countries office specialists.

    What you'll need:

    • Education: Master’s degree or equivalent in engineering or economics or other fields relevant to the responsibilities of the role.
    • Experience: Minimum of 5 years of relevant professional experience, or the equivalent combination of education and experience in engineering, climate change, climate finance, economics, public policy, infrastructure and/or environmental management, or other related subjects is required. Understanding of projects’ design and financing related to climate change and/or infrastructure, as well as project and knowledge management principles, is required. Experience working with multilateral institutions, government agencies, and in-country work experience in Latin America and the Caribbean are highly desirable.
    • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.
