About this position:

The IDB Group is looking to hire a consultant to support the Climate Change Division (CSD/CCS) Senior Specialist in Barbados in the execution and design of climate change activities in alignment with the country’s commitments under their NDC and NBSAP.

Consistent with the increasing demand for Multilateral Development Banks to support the implementation of the 2030 Sustainable Development Goals (SDGs) and of the Paris Agreement commitments, the Inter-American Development Bank Group (“IDB Group”) is committed to increase its technical and financial support for the Latin American and Caribbean (LAC) countries to conceive more sustainable infrastructure.

You will work for the Climate Change Division (“CSD/CCS”), which is part of the Climate Change and Sustainability Sector (“CSD”). This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. In addition, CSD carries out relevant sector research, analytical work, sector practices and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support: (i) in the mainstreaming of climate change in the actions and operations of the IDB Group and (ii) in the mainstreaming of climate change in the regional countries of the IDB Group through support to the ministries of environment, planning, and economy and finance of the region. Both axes share the objective of strengthening climate policy at the subnational, national, and regional levels.

What you’ll do:

The consultant will be assigned to the Climate Change and Green Economy Work Programme (CCGEP) within the Policy Research, Planning and Information Unit of the Ministry of Environment and National Beautification, Green and Blue Economy. The objective of the consultancy is to assist the CCGEP Head and provide support in all technical and administrative activities:

· Support the review and monitoring of Barbados’ Updated Nationally Determined Contribution (NDC) including the development of relevant indicators (via the CBIT project) and support to associated review meetings.

· Support the Ministry’s engagement in UNFCCC and IPCC matters with emphasis on adaptation and technology dimensions (including technology needs assessment) (of the UNFCCC process);

· Support the updating of the draft climate change policy framework in line with Barbados’ UNFCCC obligations.

· Provide technical input to the design, preparation and implementation of operations and climate-related non-financial products across a variety of sectors in Barbados that respond to country and stakeholder needs.

· Support the implementation and monitoring of green economy related work;

· Support programming of climate change related projects including adaptation/mitigation components, providing inputs in the stages of design, execution and monitoring;

· Collaborate and coordinate with stakeholders, executing agencies and other departments;

· Provide assistance in the editing, review and approval of Terms of Reference, invoices, meeting reports and other administrative documents.

· Support any other related activities required by the Senior Environmental Officer and Environmental Officer (Climate Change).

What you'll need:

· Education: Bachelor's degree or equivalent in Public Policy, Environmental Studies, Planning, Climate Change Policy, Sustainable Energy, Natural Resources Management, or any other related field.

· Experience: At least 3 years of relevant professional experience or the equivalent combination of education and experience in office support related activities are required. Experience in an international/multilateral organization is a plus.

· Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

    Requirements:

    Citizenship: You are either a citizen of Barbados or a citizen of one of our 48-member countries with residency or legal permit to work in Barbados.

    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
