Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context:

The objective of Pacific RISE CTIP (Regional Initiative and Support for More Effective Counter Trafficking in Persons) is to combat trafficking in persons in the Pacific Island countries (Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) through: (1) Reduction in vulnerability to trafficking; (2) Enhanced mechanisms and strategies to prevent trafficking; (3) Improved protection services to victims; and, (4) Increased access to legal services and remedies.

The successful candidate will be responsible for the overall coordination and management of the Pacific RISE CTIP programme through the supervision of country-based project managers in strategic hubs, and the implementation of the regional component of the programme; as well as ensuring strong donor communications and engagement. S/he will report directly to the Chief of Mission (CoM) and will coordinate closely with all relevant CoMs for the countries involved in the programme.

Core Functions / Responsibilities:

  1. Act as key point of contact for this program with United States Agency for International Development (USAID) regarding day-to-day implementation and management matters relating to the agreement.

  2. Coordinate project managers in relevant implementation hubs to ensure full programmatic, financial, administrative, logistical and relational responsibilities for all programme activities and ensure that International Organization for Migration (IOM) standards and operating modalities are met wherever the programme is implemented.

  3. Conceptualize and design programme strategies and implementation modalities among several offices, stakeholders and sub-regions.

  4. Maintain a frequent dialogue and close and positive working relationship with the central donor focal point, to ensure collaborative activity development and analysis.

  5. Hire and train programme staff as well as create, deploy and periodically fine-tune all programmatic systems, including database management, procurement plans, financial tracking and accounting in coordination with relevant country Resource Management Unit (RMU).

  6. Actively build and maintain a flexible, responsive, and amicable relationship with key program stakeholders, including IOM in the Pacific USAID’s Manila Office, USAID Washington and IOM Washington.

  7. Responsible for assuring that all assistance provided under the agreement is technically sound and appropriate, and for adequately managing and supervising all work performed under the agreement.

  8. In coordination with relevant CoMs and RMUs, assess, and develop a human resources plan including technical experts or service providers in relation to the programme.

  9. Seek programmatic partnerships and synergies when appropriate with other humanitarian and development partners.

  10. Coordinate with the Country Office (CO) management to ensure the Project can also build on synergies with other programs implemented in the CO.

  11. Responsible for continually developing the IOM Programme in accordance with programme objectives, updated strategic priorities, project successes, donor interests and United Nations (UN) security constraints.

  12. Supervise the tracking of all programme expenditures to ensure budget recommendations are met, that all grant management and financial tracking instruments are reconciled and that all funds are spent in accordance with IOM standards and donor expectations.

  13. In coordination with the relevant IOM CO departments, Headquarters (HQ) and others, ensure the timely submission of narrative and financial reports to the donor.

  14. In close coordination with the main programme counterparts, ensure that small grant initiatives and related community and government relationships are developed in accordance with programme goals and objectives.

  15. Provide strategic technical leadership and create an enabling environment that cultivates a strong adaptive and learning by doing approach.

  16. Develop and enforce anti-corruption measures and strengthen existing measures including the implementation of a sound Monitoring and Evaluation (M&E) system to ensure the transparent use of donor funds. Report corruption issues to the donor according to established procedures.

  17. Assist in the development of strategies for working with government entities, civil society actors, private sector companies, survivors of Trafficking in Persons (TIP), and others to implement target activities aimed at reducing and responding to TIP;

  18. With the support of the regional team and experts, coordinate the delivery of trainings for government officials and civil society on topics such as victim identification, trauma-informed care and referrals, victim-centered investigations, and others.

  19. Provide trainings relevant to government and civil society organization capacity building and combating TIP, as needed.

  20. Work with finance and operations staff to process programme finance, procurement and human resource needs.

  21. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Human Rights, International Law, Public Administration, Business Administration, International Relations, Political Science, Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or,

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Extensive experience in implementing programs of counter-trafficking in persons and strengthening government and civil society capacity;

• Previous experience as a Chief of Party or Deputy Chief of Party on a donor-funded project with a strong reputation for developing excellent collaborative working relationships with counterparts, other contracts and international organizations and donors;

• Experience and demonstrated skills in effectively working, coordinating and negotiating with donors, other USAID projects, US Embassies and host country governments and organizations;

• Specific experience and specialization in at least two of the following is required: trafficking in persons, labor migration, legal reform and policy advocacy, child protection, livelihood development, protective services and referral mechanisms, public education/awareness (including work with the media), government capacity building, and/or monitoring & evaluation of counter-trafficking programs;

• Demonstrated experience managing programs that effectively address gender issues and advance women’s empowerment;

• Has experience and demonstrated significant governance and conflict expertise;

• Technical experience in Collaborating, Learning and Adapting (CLA), communication or economic opportunities or one of the other disciplinary areas will be taken into consideration;

• Progressive responsibility with demonstrated supervisory experience in staff, security, budget and office management.

Skills

• Ability to manage USAID awards and all required reporting requirements;

• Thorough knowledge of the United Nations Department of Safety and Security (UNDSS)

protocols and experience working in a Phase III or above security environment; and

• Managing staff from diverse environments and backgrounds and in UNDSS phased security areas.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
