POSITION TITLE: Chief of Party (COP) REPORTS TO: Director, Forestry and Natural Resource Management LOCATION: Bridgetown, Barbados Position Summary: Winrock International is seeking a Chief of Party (COP) for an anticipated four-year USAID-funded project in Eastern and Southern Caribbean titled, Blue & Green Economies for a Resilient Eastern & Southern Caribbean . This position will be based in Bridgetown, Barbados, and is contingent upon receipt of donor funding. Award is anticipated in December 2022. The COP will be responsible for leading all technical, financial and administrative aspects of the program. The COP will coordinate closely with USAID and the Winrock home office in developing, implementing, and revising the overall field strategy. The COP will oversee the strategic and technical direction of the program and serves as link between USAID, Winrock’s home office, and program partners and stakeholders. S/he will foster and maintain effective relationships and coordination with government, academia, private sector, civil society, NGOs, and other donors and ensure compliance with the contract including timely, high-quality results. The Blue & Green Economies for a Resilient Eastern & Southern Caribbean seeks to support sustainable and resilient economic growth through green and blue sectors and activities, while improving well-being and social equity and preserving the environment. Essential Responsibilities: The Chief of Party is responsible for the overall implementation of the activity. Responsibilities include, but are not limited to, the following: Develop and implement project’s strategy to to foster resilient and sustainable economic systems in the Eastern and Southern Caribbean region (countries include Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Barbados, Trinidad and Tobago, Guyana, and Suriname) Maintain productive relationships with key government, private sector and civil society entities Ensure program activities and process are aligned with the approved work plan, adhere to the MEL plan, and are carried out in compliance with the policy manual and ethical business practices with appropriate internal controls to ensure regulatory compliance Apply adaptive management and learning approaches to iteratively evaluate program results and impact. Institute adjustments to replicate and scale successful activities and course correct activities that are not yielding desired results Ensure sound financial management of the project, overseeing in-country expenditures and working with the Winrock Home Office team on budget control and financial planning Ensure gender, equity and social inclusion are mainstreamed in management of the program and implementation of interventions Represent the program in meetings with USAID, development partners, regional and local institutional counterparts, host country government representatives, and local stakeholders Manage relationships with complementary USAID and other donor-funded projects Qualifications: Advanced degree in agriculture, , renewable energy, water resources, natural resource management, or a fields related to the blue and green economy. Minimum of ten (10) years of progressively responsible experience managing USAID and/or other donor programs in the Caribbean Must have experience as a project director/COP on climate and/or environment and related programs in the Caribbean, and minimum of ten (10) years' experience engaging host-county governments and counterparts, non-governmental organizations (NGOs), donor agencies and other stakeholders in the Caribbean Experience with climate change adaptation/resilience and resilient livelihoods and MSMEs Experience with private sector engagement, youth/women engagement, and innovative financial instruments. Ability to demonstrate the highest level of ethical standards at all times Working knowledge of basic computer programs, including MS Office Suite Fluency in English (verbal and written) Ability to travel to other project sites in the region, as necessary Applicants from Eastern and Southern Caribbean nations are encouraged Winrock is an equal opportunity employer.
