Background
Established in 1979, CRS Timor-Leste maintains a diverse portfolio of projects, spanning agriculture livelihoods (nutrition-sensitive agriculture, climate-smart agriculture, technical assistance for enhanced productivity), peace- building, microfinance, disaster risk reduction (DRR), and humanitarian response. The country program operates out of two main offices located in Dili and Baucau and is committed to collaborating with our strong network of church partners, na tional and subnational government agencies, and secular NGOs throughout the country. Current donors include United States Agency for International Development (USAID)/ Bureau for Humanitarian Assistance (BHA), Global Fund, the Margaret A. Cargill Foundation, the Australian Department of Foreign Affairs and Trade, UN Women and the Latter-Day Saints Church.
Job Summary:
The Chief of Party will provide leadership and overall management of the five-year, $15M USAID-funded project,*Nutritious Agriculture Market Systems* project, which will seek to improve resilience by strengthening Timor-Leste’s market systems for nutritious agricultural products as well as the ability of enterprises and organizations to expand their businesses and operate independently of direct USAID or other development partner assistance.
The Chief of Party is the primary point of contact and representative for all aspects of the project including oversight of technical activities, coordination with consortium partners, human resources, security, logistics and operations, and finances. You will provide overall management, oversight and technical direction and will guide the project with a clear, consistent, and committed vision. The COP leads the design of technical and operational strategies and work plans, ensures adaptive management, and ensures that the project is meeting its objectives on time and on budget. Finally, the Chief of Party ensures that reporting requirements are achieved on time and within budget while ensuring compliance with USAID and CRS policies and procedures.
This position will be based in Dili.

Required Languages – English. Knowledge of Tetun and/or Portugese is preferred.
Travel – Approximately 30%.
