Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security.

The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.


Tasks and Responsibilities:

Under the overall guidance and supervision of the Head of Mission and in close co-operation with the Department for Management and Finance and the Department for Human Resources at the OSCE Secretariat, the Chief of Fund Administration will be responsible for providing advice and support to the Head of Mission in the efficient day-to-day management of OSCE resources, as well as the overall planning, development, management and delivery of administrative and logistic support required.

More specifically, functions will entail:

Planning, directing and ensuring the provision of administrative services and logistic support to implement the mandate of the Mission, in compliance with the Common Regulatory Management System (CRMS) and within budget allotments; Ensuring efficient use of the Mission’s human, financial and material resources by ensuring that effective management principles, policies and procedures are implemented in the Mission, in accordance with OSCE financial and Staff Regulations; Formulating and implementing appropriate control procedures and systems to safeguard the Mission’s resources and ensuring accountability at all levels; controlling and monitoring the financial performance of the Mission, including having overall responsibility for risk assessment and the Risk Management System; Planning, integrating and coordinating the work of the budget, treasury and accounting functions through: Directing the preparation and maintenance of financial and budgetary records and reports, as well as ensuring timely submission of coherent budget proposals; Directing the work of the budget function, making recommendations on the allotment of funds and monitoring the performance and other budgetary control reports; Directing the work of the treasury function on cash flow planning, disbursement of funds and related treasury activities; Directing the work of the accounting function and the recording and reporting of transactions related to the regular Mission Fund and extra-budgetary grants; Commenting upon and implementing, as relevant, internal oversight and audit observations; Planning, integrating and coordinating the human resources, more specifically, the talent acquisition, administration, and learning and development functions through; Directing the management of the Mission's Post Table; Supervising the recruitment, placement, personnel administration and performance management of staff and individual consultants; Supervising staff welfare, staff development and learning activities; Directing the management of general support functions through: Supervising the work of procurement, to ensure that best value for money is obtained through competitive and transparent bidding for contracts for the lease and rental of property or the purchase, lease and rental of equipment, supplies and services; Supervising the work and procedures of the Fund and Materials Management Committee (FMMC) in the processing of claims for write-off of OSCE inventory and property; Supervising logistics, supplies, transport and building management operations; Ensuring the optimal performance of functions related to Information Technology and Communications through: Supervising the implementation and co-ordination of the communication performance of the Mission with the links to OSCE Secretariat and other Missions and locations; oversees the implementation, administration, and technical maintenance of all internal and external communications/telecommunications systems; Supervising the performance of tasks relating to the provision of complete range of Information Technology/Information Systems and supporting of end-users, ensuring that all IT systems, resources and services are compliant with the OSCE IT Standards, policies and procedures; Directing and supervising the Mission's documents and records management functions, including the implementation of the Organization’s standards for classification, handling, disposal and archiving of documents; Supervising directly the work of 1 international and 4 national staff; Performing other tasks as assigned, such as liaising with the local authorities on matters related to the status of international and local staff in the host country.

Necessary Qualifications:

Citizenship of an OSCE participating State, excluding citizenship of or permanent residence of the Republic of North Macedonia; First-level university degree in public or business administration, administrative law or equivalent, preferably with specialization in financial or accounting and/or personnel management; A minimum of six (6) years of professional experience in general administration and/or accounting, and/or human resources, and/or procurement, preferably in an international environment or within operational missions; Proven experience managing and supervising the work of a team; Flexibility, good managerial and organizational skills; Computer literacy with practical experience with Microsoft applications, including knowledge of ERP systems; Professional fluency in English with excellent oral and written communication skills; working knowledge of other OSCE working languages would be an asset; Ability to work with people of different nationalities, religions and cultural backgrounds; Ability to establish and maintain effective working relations with people of different nationalities, religions and cultural backgrounds; Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities; Possession of a valid driving license.

Remuneration Package:

Monthly remuneration subject to social security deductions is about USD 5,343, to which Board and Lodging Allowance is added, currently at EUR 113.00 per day. Social benefits will include the possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
