1. General Background

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help stateless people.

In more than six decades, the agency has helped tens of millions of people restart their lives. Today, a staff of some 6,600 people in more than 110 countries continues to help about 60 million persons. To help and protect some of the world’s most vulnerable people in so many places and types of environments, UNHCR must purchase goods and services worldwide. Mexico has consolidated as a main destination country for persons in need of international protection in the Americas. Many are extremely vulnerable and require humanitarian assistance to meet their most urgent and basic needs, such as: food, water, shelter, and other Non-Food Items, including cooking utensils and hygiene items. Since 2016, The United Nations High Commissioner for Refugees has been supporting these populations with life-saving assistance, including Cash-Based Interventions (CBI) since 2018 under direct implementation of UNHCR. CBIs not only aim to enable persons to meet their basic needs but also support their livelihoods by reducing their risk of displacement.

Through CBIs, persons are able to determine their own needs and priorities and are given full decision capacity on how to address them. The delivery mechanism used by UNHCR Mexico is that of prepaid cards that allows the beneficiaries of the assistance to withdraw amounts from ATMs as well as to purchase in shops with their card.

The Cash-Based Interventions (CBI) Assistant is supervised by a Senior CBI Assistant or CBI Associate at a higher grade. S/he performs a variety of functions related to cash assistance activities within the office. The supervisor defines work processes and provides regular advice and guidance.

The incumbent will maintain relations with other units within UNHCR on the delivery of cash assistance to persons of concern. As per specific instructions, the incumbent may require liaising with operational partners and contractors working with UNHCR.

2. Purpose and Scope of Assignment

Under the overall supervision of Senior CBI Assistant or CBI Associate, the CBI Assistant will perform the following tasks:

• Assist in the delivery of the payment cards, delivery quality control, and updating of the stock of Si Vale cards.
• Assist in the maintenance of CBI payment request and monitoring systems to record and reconcile requests, balances, payments, statements, and other data for day-to-day transactions and reports.
• Assist in preparation of recurring reports as scheduled and special reports as required.
• Assist in monitoring the implementation of the UNHCR CBIs including the delivery of all assistance item, monitoring reports.
• Export and manage data related to the cash assistance delivery to produce reports.
• Ensure proper filing and record keeping.
• Prepare background materials, working papers and tables for briefing and review sessions.
• Asist in data collection and reporting activities.
• Prepare routine correspondence.
• Liaise with POC, assistance beneficiaries, and partners.
• Direct incidents and problems to the supervisor when they cannot be resolved at their level.
• Perform other related duties as required.
• Any other related tasks as may be required or assigned by the supervisor.

3. Monitoring and Progress Controls

• As an active UNHCR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions, including:
- UNHCR office has sufficient administrative and local support for the field activities thus better able to meet the needs of persons of concern.
- UNHCR’s policies, standards and procedures are constantly and coherently applied in the area of responsibility (AoR).
- When requested, liaise with populations of concern, assistance beneficiaries, and partners.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

• Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
• A final statement of achievements, activities participated in and capacities developed.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

• University degree (Bachelor’s) or equivalent in Business Administration, Economics, International Relations, Development, Social Science, Statistics, Information Technology or related fields with 1 year of relevant experience, or 2 years of relevant experience with High School Diploma in lieu of the Bachelor’s degree.

b. Work Experience

• At least 2 years of professional work experience in the relevant area/programmes is an asset, such as experience working in the UN or other international development organization;

c. Key Competencies

d. Desirable qualifications/skills/job experience:

• Knowledge of local context
• Previous experience worki'ng in customer services or related with final clients.
• Good working experience with databases
• Good working expereince with data cleansing
• Knowledge of UNHCR programmes and activities.
• Completion of UNHCR’s learning programmes or specific training relevant to functions of the position.
