PROJECT DESCRIPTION:

The “TB Innovations and Health Systems Strengthening” project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Activity will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.

Finding missing patients with tuberculosis (TB) is one of the National TB Control Program’s (NTP) priority interventions to achieve the Philippine Strategic TB Elimination Plan: Phase 1 (PhilSTEP1) vision of a TB-free Philippines by 2035. The 2016 National TB Prevalence Survey (NTPS) showed that CXR is more sensitive than symptom-based screening for TB, 92% vs 32%, respectively. In this regard, FHI360-TB Innovation and Health System Strengthening Project, in coordination with DOH, Center for Health Development-Metro Manila, III, IVA, and VII; and Local Government Units (LGUs) developed an active TB case finding (ACF) model to assist NTP in finding missing TB patients. A screen all strategy will be done in the LGUs or workplaces using a mobile digital X-ray with computer assisted chest x-ray reading technology.

JOB SUMMARY: The Case Finding Coordinator is hosted under the Regional Implementation Team. The Case Finding Coordinator will be part of the mobile van team and assist/support the Case Finding Lead Coordinator in the preparation for the Active Case Finding activities to ensure active case finding are provided at the facility or local.

KEY RESPONSIBILITIES:

  • Supports case finding activities (i.e., screening, collection of specimens, and x-ray of clients) in assigned sites

  • Submits report to the supervisor according to agreed schedule.

  • Assist the Case Finding Lead Coordinator in data consolidation

  • Act as a screener, sputum collector, or assist the Radiology Technician per guidance from Case Finding Lead Coordinator

    • As a screener:

      • Assists in or conducts health promotion activity on systematic TB screening using CXR in the community

      • Ensures patient filled out completely the screening form (i.e., demographic data, TB risk factors and TB signs and symptoms) in the designated area

      • Reviews and verifies information in the assessment form.

      • Assign queue number.

      • Conducts brief education on TB disease, diagnosis, and treatment in waiting area

      • As sputum collector:

        • Facilitates sputum collection procedure to all eligible patients

        • Maintains the standards of specimen handling

        • Verifies patient information on the form and labels the body of the sputum cup

        • Fills-out NTP Laboratory Request Form and collects sputum among clients identified as presumptive TB by AI.

        • Instructs presumptive TB patient on how to expectorate and collects the sputum using the proper sputum induction techniques.

        • Collects sputum specimens on site

        • Checks the quality of the sputum specimen

        • Ensures that the specimens are well-organized

        • Ensures that the package/container for the specimen is clean and always disinfected

        • Inspects all specimens for labels, requests, appropriateness of packaging and for any signs of

        • leakages or spills Brings or arranges sputum transport of sputum samples (together with the NTP LRF and dispatch form) to TB Diagnostic Laboratory on time or delivered through the STRIDERS, etc.

        • Remind or follow-up result of the sputum test through the Case Finding Lead Coordinator

        • As assist to Radiology Technician (RadTech):

          • Assists RadTech on admin/logistical concerns

          • Verifies patient information in the screening form prior to starting the procedure

          • Directs patient to the waiting area while waiting for the AI result

          • Checks if the scan is adequate prior to sending the patient back to the waiting area

          • Maintains an organized filing system of x-ray patients

          • Prepares and submits documents pertaining to x-ray patients

            MINIMUM REQUIREMENTS:

            • Knowledgeable in using MS applications and other online applications for recording and reporting purposes.

            • Ability to record, and encode data

              WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

              • Willing to work on field.

              • Ability to convince and interview patients

              • Can work well with minimum supervision.

              • Is team player and goal getter.

              • Willing to work anywhere in covered regions or province where the active case finding activities are conducted, i.e., National Capital Region, Region 3, Region 4A, and Region 7 (Cebu and Siquijor)

                EDUCATION/EXPERIENCE:

                • At least College level or a graduate of any allied health course

                • Has worked with a health facility on TB case finding activities.

                • Has worked in health development sector assisting non-government organization (NGO), community-based organization or public-sector programs is an advantage.
