Business Development Support Services (BDSS) has the mandate to support new business across all of Dexis' divisions as well as lead the business development community of practice across the company. BDSS leads the largest and most complex proposals to US Government clients, particularly USAID, Department of State, and Department of Defense, and creates and launches tools, processes, and training that enables the entire company to do their best BD work. We accomplish this by continually challenging ourselves to find new and better ways to do what we do, looking outward to build on industry best practices and emerging practices and tools, and giving everyone a voice and opportunity to bring their ideas to the table and contribute.

We are currently recruiting for an experienced Business Development Manager, Sr. Manager, or Deputy Director with three core responsibilities: (1) Bid management from capture to live bid to post submission, (2) supporting the VP of BD on department operational issues such as staff resource planning and annual budgeting and target setting; and (3) team staff management to fully optimize our small but mighty team and create an environment that is collaborative, fulfilling, fun, and innovative.

Lead proposal capture and development in response to client RFPs for Dexis’ complex and field-based projects and large global/centrally-funded opportunities such as IDIQs, including management of proposal teams, calendars and deadlines, strategy development (including working collaboratively with technical staff to develop win themes), partner identification and negotiations, recruiting, writing, production, submission, and client award negotiations. Lead management of and serve as reviewer for proposal drafts color reviews for compliance, competitiveness, tone, voice, and feasibility and facilitate after action reviews. Actively participate in increasing Dexis’ visibility in target industry sectors and markets through networking and participation in industry events and organizations.

Lead development and maintenance of BD departmental budget and monitor spending against that budget. Collaborate with Divisional leadership in new business target development and performance monitoring, and coordinate adjustment of work plans to meet targets throughout the year.

Knowledge and Skills:

Minimum Requirements:

  • Bachelor’s degree required; master’s degree in business, communications, marketing, international development, or related field preferred.
  • Minimum of eight years of experience relevant to business development, including at least two years of a successful track record managing complex US government proposals.
  • Ability to identify new opportunities for business, non-traditional partners, and next-generation technical strategies.

  • Proven ability to build and continuously improve on systems, platforms, and processes to solve problems.

  • Excellent writing, editing, and communication skills. Ability to produce clear, compelling, motivating communications and to learn new audiences quickly.

  • Track record of successfully managing junior staff and mentoring them to achieve their growth goals and targets.

  • Proficiency in business development systems management and creation, such as Salesforce.

  • Fluent English required; proficiency in French or Spanish is preferred.

  • Willingness to travel and work abroad a minimum of 4 weeks per year required.
