Standard Job DescriptionAssociate Personnel Administration Officer for CORES Organizational Setting and Work Relationships The Associate Personnel Administration Officer for CORES will function under direct supervision of the Chief of PAS. The incumbent, together with a small team of supervisee(s), will create, develop and maintain the Common Reference System (CORES), which is an HR information management tool to supplement and eventually replace the existing Staff Administration and Management Manual (SAMM). S/he will provide guidance to staff working in the field of HR/Administration in the determination and processing of entitlements and on other HR-related procedures. The Associate Personnel Administration Officer for CORES will have a close working relationship with the staff-related services in UNHCR, such as the Personnel Administration & Global Payroll Sections, the Global Learning and Development Centre (GLDC), the HR Policy Section (HRPS), Legal Affairs Service (LAS), the Assignments Management Section (AMS), the Talent Development and Performance Section (TDPS), and the Division of Information Systems and Telecommunications (DIST). The incumbent will also maintain contact and close cooperation with other UN agencies. S/he will supervise some support staff. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Update UNHCR HR/Administrative procedures in the CORES. - Ensure the staff working in the domain of HR/Admin are well-informed of and understand the organisation¿s human resources policies and practices. - Ensure UNHCR¿s HR learning programmes are built in a way that the competencies of its workforce meet the needs of the Organization. - Undertake creation, maintenance and continued development and expansion of CORES, ensuring updates in line with the Staff Rules and Regulations and consistency between CORES, SAMM, training materials and PAS Macro documents. - Systematically review UNAT and UNDT Jurisprudence to establish case law that provides clear authority on application and/or interpretation of rule or procedure distinguishing tribunal cases and defining precedent for inclusion. - Identify and record any inconsistencies in authorities and prepare initial draft with suggested revisions. - Identify areas where clarification or interpretation issues exist; summarize and refer to supervisors and assist in drafting guidance notes as requested and align HR training materials accordingly. - Ensure timely follow-up on clarification/interpretation issues and liaise with PAS, HRPS, GLDC and LAS as necessary and others as deemed appropriate. - Maintain liaison with the support sections and divisions at headquarters, specifically within DHR, as required. - Facilitate compliance with the UN/UNHCR Staff Rules and Regulations. - Represent UNHCR in the working groups/task forces within the UN inter-agency mechanism - Initiate and oversee compliance with the performance appraisal and management system in respect of his/her direct supervisee(s). - Perform other related duties as required. Minimum Qualifications Years of Experience / Degree Level For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree Field(s) of Education Human Resources Management; Administration; Law; or other relevant field. (Field(s) of Education marked with an asterisk* are essential) Certificates and/or Licenses n/a; Relevant Job Experience Essential: Previous relevant work experience in progressively responsible functions in an office that administers/manages a large number of staff, preferably within the UN. Desirable: - Functional Skills *UN-UN/UNHCR Administrative Rules, Regulations and Procedures IT-Computer Literacy FO-Operational activities in hardship duty stations (Functional Skills marked with an asterisk* are essential) Language Requirements For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English. For National Professional jobs: Knowledge of English and UN working language of the duty station if not English and local language. For General Service jobs: Knowledge of English and/or UN working language of the duty station if not English. Associate PAO for CORES Zoltan Scrivener takes on a mission to Geneva Policy Section from 1 September, for 3 months.
