    Organizational Setting and Reporting Relationship

    The position of (Associate) Climate Change Officer is assigned to the Climate Change, Resilience, and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Director, Climate Change and will work closely with climate change staff in CCRE and staff of relevant departments.

    Your Role

    As a/an (Associate) Climate Change Officer, you will provide technical support to the development, implementation and coordination of ADB’s climate change agenda, working with regional or core team members on upstream analysis, country partnership strategy development and annual programming, coordinating the activities and outputs of CCRE-Climate Change, compiling and analyzing thematic and sector information, supporting sector teams with project design and implementation, and monitoring progress of ongoing thematic and sector work related to climate change.

    You will:

    a. Country Partnership Strategy and Country Programming

  • Support the integration of climate change considerations into development of the country partnership strategy and annual country programming missions, including the development and conduct of country diagnostics.
Support engagement with implementing agencies and ministries on climate change; ensuring to maintain an overview of climate operations in the country, including lending, non-lending, public-private partnerships, and non-sovereign operations.

b. Investments, Policies, Strategies and Frameworks

Provide support in tracking key global issues on climate change and undertake research, data collection, and analyses to support project development, policy, and sector work. Provide technical inputs and support in the design, development, processing, implementation, monitoring, and evaluation of ADB climate change investment projects, technical assistance, strategies, and frameworks.

c. Knowledge Generation and Management

Provide technical inputs and support in the preparation of knowledge products, speeches, briefing notes and presentation materials for senior staff and management, workshops, conferences, meetings, and seminars. Provide technical inputs and support in the development and implementation of climate change communication and knowledge management plans, websites and related databases, and the development and conduct of learning and training activities. Contribute to the preparation and hosting of events at international foras and/or climate change conferences, as well as in collecting, reviewing, and maintaining information on climate change, climate finance, and other climate-related information.

d. Administrative Support

Provide inputs to the preparation and updating of the climate change work plan and accomplishment reports, including assessment of resource requirements in coordination with relevant colleagues; and participation in internal working groups as may be assigned. Leads the coordination and preparation of inputs to the regional department and CCSD Management Information System, quarterly accomplishment reports, write ups on the three-year rolling work program and ADB annual report.

Qualifications

You will need:

Bachelor’s degree in climate, environmental sciences, economics, engineering, or related fields preferably with advanced training. At least 6 years relevant experience particularly in climate change mitigation and adaptation, climate change policy, climate finance and/or project development work Strong understanding of the broader climate change agenda, particularly in relation to climate change policy and strategy. In-depth experience in one particular sector may be an advantage. Knowledge of multilateral development bank’s products, processes, and systems on project/program processing and other programming activities, an advantage. Demonstrated strong research, writing and presentation skills. Effective report-writing and communication skills in English. Ability to liaise and work effectively with internal and external stakeholders Ability to work collaboratively with teams as a constructive team member. Additional Information

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.
