Standard Job DescriptionAssistant Livelihood and Economic Inclusion Officer Organizational Setting and Work Relationships The Assistant Livelihood and Economic Inclusion Officer will support in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda's Sustainable Development Goals. Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (PoC). Contributing to this global roll-out of the GCR, the Assistant Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), contributes to the following objectives: 1) improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic opportunities and service; 2) seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and 3) enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes. The Assistant Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities and persuasive in mobilizing donors and new partners around new models of economic and social integration. Within UNHCR, the Assistant Livelihood and Economic Inclusion Officer will work under the supervision of the head of livelihoods and closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, GBV, solutions, complementary pathways and more. S/he will support the office's involvement with livelihoods and economic inclusion, working with relevant external stakeholders from government line ministries, development actors, private sector, UN agencies, international organisations, NGOs, research institutions and universities. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Explore partnerships to facilitate the economic inclusion of refugees, such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees. This includes advocating with public and private sector services providers to include UNHCR PoC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.). - Work with the multi-functional team, more specifically with the Protection Unit, support the assessment of the legal framework for the right to work and rights at work and recommend/implement advocacy initiatives and policy reform to improve UNHCR PoC¿s economic inclusion, rights and access to work. - Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys utilising community-based strategies to inform targeting, monitoring and facilitation of development programmes. - Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR PoC. - In case UNHCR is implementing specific livelihoods activities, work closely with and provide technical assistance on livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners. - Perform other related duties as required. Desired Candidate Profile Operational Context

The conflict in Ukraine resulted in a significant shift in the refugee landscape in Hungary. With millions of Ukrainians crossing into the country in the first year of the conflict and tens of thousands choosing to remain in country and apply for Temporary Protection, the scope of engagement of UNHCR Hungary significantly expanded. While UNHCR has been present in country since 1989 through its Representation for Central Europe the Ukraine crisis has resulted in a need and opportunity for heightened engagement in Hungary. The office has now established relationships with over 10 national implementing partners delivering basic needs, inclusion, empowerment, and specialized protection services in support to the national response. In addition, UNHCR, as per its mandate, has established an inter – agency coordination forum bringing together over 30 actors delivering assistance and appealing for funds under the Regional Refugee Response Plan for the Ukraine Situation.

An estimate of 85,000 Ukrainian refugees are in Hungary either on a Temporary Protection status or with a work permit. With the war entering into a protracted displacement situation, UNHCR’s strategic direction is to enhance the comprehensive inclusion of refugees. One of the key elements to enhance inclusion and reduce the dependency on humanitarian support is to support inclusion, which includes the support of refugees to access the national labour market, health care services, education and other national protection services.

Despite an increase of Ukrainian refugees who were able to access the labour market, many refugees of working age are not employed or are in instable and/or seasonal contractual situations. Refugees encounter obstacles in securing livelihoods and employment due to the prevailing economic conditions in the country affecting the job market, as well as language and childcare barriers. Additionally, the lack of affordable housing and stable job opportunities further compounds the challenges they face.

Furthermore, children face significant challenges in integrating into the Hungarian education system, mainly due to language barriers as well as experiencing bullying. Youth between the age of 16 – 24 years are in need of support to access employment, education (including University) or vocational trainings.

Integration and inclusion into Hungary is further compounded by severe challenges of accessing health care and for the most vulnerable, to benefit from the mainstream social protection system, due to a limitation of the scope of sectoral legislation which requires further advocacy efforts. To support the most vulnerable with their inclusion efforts, a small scale program for material assistance in form of cash for protection will be implemented.

To enhance the inclusion of refugees, UNHCR is seeking to recruit an Assistant Livelihood and Economic Inclusion Officer, with a focus on inclusion related matters. The position will report to the Senior Protection Officer.

The selected candidate should have a strong understanding of refugees’ socio economic rights in Hungary, including labour market access requirements and the national social protection systems, as well as be aware of the general living circumstances of refugees in Hungary.

Previous experiences in advocacy organizations, UN agencies or organizations focused on refugee employment are an added value.

NO-A Salary range: NET HUF 989,203 - HUF 1,196,732

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Health insurance plan: locally recruited staff members in Hungary will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
