Standard Job DescriptionAssistant Inter-Agency Coordination Officer Organizational Setting and Work Relationships The Assistant Inter-Agency Coordination Officer is usually located in Country Operations, Multi-Country Offices, Regional Bureaux, and Regional Refugee Coordinator¿s Office or in the Partnership and Coordination Service (PCS) in Headquarters. S/he plays a crucial support role in ensuring UNHCR's approach to partnership and inter-agency processes are coherent. The main aim is to assist senior management, as well as partner agencies, to ensure that UNHCR can fulfil its role to support the Government to lead the refugee response, coordinate other actors - including development actors at the early stages of a refugee response - and support the adherence to UNHCR inter agency commitments in IDP situations. This should be done in line with UNHCRs Mandate, the Global Compact for Refugees, the 2019 IDP policy, and agreed inter-agency commitments. The Assistant Inter-Agency Coordination Officer ensures that support is provided for strategic planning, assessment, monitoring and analysis, of any joint assessments or interagency plans at the field level The Assistant Inter-Agency Coordination Officer will support all the inter-agency planning and reporting activities. The incumbent will support the Inter-Agency Coordination Officer in maintaining a constant dialogue with sector partners on the overall protection context in close collaboration with all partner agencies (UN and NGOs). A key tool in this regard will be the facilitation and support of periodic working group meetings, as well as to support the broadening of inter-agency information through meeting reports, situation updates and newsletters. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Include partners in the refugee response, respecting their respective mandates and programme priorities. - Provide appropriate support for operational planning and forward looking coordination of the inter-agency humanitarian and development response. - Facilitate humanitarian response coordination activities and support coordination meetings as required, including by preparing meetings, drafting minutes and follow-up documentation. - Manage the flow of information to/from the supervisor and other senior staff, including heads of field offices and field based coordination staff; identify priority matters that need to be urgently addressed by the Supervisor. - Draft correspondence, documents and reports, and prepare tables and ensure follow-up. - Prepare background information for meetings to be attended/chaired by the Supervisor (i.e. agenda, information on the person/organization, information on the topic). - Assist the Sector Coordinators when necessary. - Assist in ensuring appropriate coordination with all refugee partners (including national and international NGOs, the International Red Cross/Red Crescent movement, UN agencies, civil society actors ), through establishment/maintenance of appropriate sectorial coordination mechanisms, including working groups at the national and local level. - Ensure appropriate links with national and local authorities, state institutions, local civil society and other relevant actors and ensure appropriate coordination and information exchange with them. - Contribute to the development and maintenance of a common strategic framework and appropriate guidelines on the IA response by way of facilitating relevant group discussions. - Identify geographical and thematic gaps in IA Coordination, and facilitate the appropriate response to those gaps. - Establish technical groups or task forces as necessary to resolve ad-hoc issues as they arise. - Ensure approval by all relevant national and sub-national authorities of the strategic documents produced by the IA Coordination Unit. - Provide stakeholders with regular reports. - Ensure review of coordination related information management products and work closely with the information management team. - Perform regular field visits and take part in regional coordination meetings. - Perform other related duties as required. UNHCR National Office in the Czech Republic operates under the auspices of the Representation for Central Europe (MCO Hungary), which covers 4 countries (Czech Republic, Hungary, Slovakia and Slovenia) with different structures: one Representation, 2 National Offices and the Multi-Country office in Budapest.
The war in Ukraine triggered the displacement of more than 535,000 refugees to the Czech Republic (population 10.2 million), who received temporary protection, with over 350,000 currently still recorded in country. While the Czech Republic is not a frontline state, it is one of the key destination countries given the large Ukrainian diaspora as well as job market and opportunities. Amongst the current Ukrainian refugee population, almost half are children, and four-fifths of adults are women. Given the profile of refugees, prevention and response to GBV, anti-trafficking measures, MHPSS and child protection remain central elements within the protection response. AAP and PSEA constitute cross-cutting priorities, informing activities in all sectors. Strategic interventions also focus on supporting the government’s inclusion efforts.
The immediate wave of solidarity from the Czech society, including the Government, humanitarian organizations, NGOs as well as citizens, towards refugees from Ukraine has been extensive. In the medium term, however, the ability of the current social and economic structures to absorb and integrate the sizeable Ukrainian refugee population will be strained. As the situation protracts, the priority needs of refugees are also evolving. The focus is shifting towards integration/”adaptation” of refugees from Ukraine, which entails strong community engagement, effective linkages to regular government safety nets, private sector opportunities, and adaptability of both individuals and existing national systems to a prolonged stay.
UNHCR Czech operation is part of the Regional Response Plan (RRP) and the Ukraine emergency situation, with the Czech Republic hosting amongst the largest Ukrainian refugee numbers in Europe. The RRP in the Czech Republic engages 4 UN agencies and their partners in a coordinated response.
The Assistant Inter-Agency Coordination Officer will be based in Prague, with nationwide missions when needed. He/she will report to the Head of the National Office and work with a team of national and international staff members. The Assistant Inter-Agency Coordination Officer position is strategically important for UNHCR in the Czech Republic. The incumbent of this senior position will be responsible for strengthening relationships with other UN agencies and humanitarian organizations and consolidating partnerships around the Refugee Response Plan (RRP), paving the way for meaningful synergies within the response. The position will also play a key role in broader coordination in particular with regards to government relations, ensuring the inter – agency work is coordinated and aligned with government priorities and actions including through the co – chairmanship of the Refugee Coordination Forum (RCF). The position will also play a crucial role in wider information dissemination in support of all actors in the response, including through strategic oversight of UNHCR data collection and analysis exercises, surveys, and the dissemination of results, supporting the evidence-based refugee response; this involves coordinating interagency efforts to develop tools and processes to collect data from refugees, and ensuring that this data is used to inform humanitarian programming. The incumbent will be actively coordinated with the different stakeholders engaged in the response, particularly government departments, as per the National Strategy. This includes central authorities (the line ministries and other bodies of the central government responsible for the refugee response) and at the regional level (municipalities, key administration,), promoting a coordinated and efficient humanitarian response. The position involves public engagement and representation work.

Language Requirements

Knowledge of English as the UN working language of the duty station and Czech language is required.

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.
NO-A Salary range: NET CZK 101,959.92 - CZK 125,750.33

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).
