Assistant Information Management Officer

Organizational Setting and Work Relationships
The Assistant Information Management Officer assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
The incumbent operationalizes data standards developed at the central level in field operations, compiles data and analyses information from populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
- Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
- Compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
- Support the operation in the analysis of processed data and information and perform data quality and consistency control.
- Facilitate the analysis of cross-border information between relevant countries.
- Assist in training staff involved in information management activities, including data collection and data entry teams.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
- Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
- Liaise with partners and represent UNHCR in meetings related to the functions.
- Make recommendations and provide advice on the technical information management requirements.
- Assist in training of data entry and data collection teams.
- Perform other related duties as required.

Knowledge of the UN system and the humanitarian community.

Successful participation in the Operational Data management Learning Programme is desirable.
Experience in web design and software development is an asset.
Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is desirable.
Experience with HTML, PHP, ASP and/or Java is an asset.

Nature of Position:

By mid-October 2023, nearly 3,4M refugees have entered Romania from Ukraine (either directly or through Moldova). Governmental coordination structures were activated at the onset of the refugee influx at the end of February 2022 – with an emergency response (led by the Department of Emergency Services) built upon the emergency structures developed for COVID-19 and a protection/integration focused response coordinated under the Prime Minister’s Office, led by Government Working groups (under the National Plan of Measures (NPM), launched in July 2022).

UNHCR coordinates the refugee response of UN agencies and NGOs in support of the Romanian Government through the Regional Refugee Response Plan (RRP) which is led by UNHCR. The coordination structure is composed of a variety of working groups implementing sector work plans aligned with the NPM. The RRP Romania brings together 34 (appealing) partners -UN agencies, international NGOs and national NGOs – around a common vision/set of strategic objectives to respond to the refugee situation in Romania. The Refugee Coordination Model (RCM) was established in March 2022 to implement the RRP in Romania.

The Assistant Information Management Officer leads the Information Management responsibilities within the Inter-Agency Coordination Unit and reports directly to the Sr. Inter-Agency Coordination Officer. The Assistant Information Management Officer will support the Senior Inter-Agency Coordination Officer in ensuring that the RRP is data-driven and based upon evidence. This includes supporting the respective RRP sector leads in information collection, analysis, and visualization, and support the RRP sector leads and the inter-agency team to monitor the progress of the RRP strategy against a set of Romania-specific and regional indicators. The Assistant Information Management Officer will provide comprehensive information and reports that will assist the Sector Leads and the Senior Inter-Agency Coordinator to make data-driven predictions and assist in decision-making. Data visualization will be done through the development and publication of sector-specific dashboards and other tools/data outputs. The Assistant Information Management Officer will also lead the mapping of humanitarian services in services advisor and track finances/financial resources across the RRP partners through the development and maintenance of a purpose-built database.
