Purpose of the Job

The Assistant Analyst, Payroll is accountable for the consistent execution of the Bank’s complex HR pay and benefits policies and procedures. The Assistant Analyst, Payroll will tackle the majority of day-to-day operational issues in collaboration with the Analyst, Associate, Payroll and Principal, Payroll.

The Assistant Analyst , Payroll is output driven and must work within strict deadlines to ensure that these are met. The role is primarily focussed on the delivery of all payroll and benefit related aspects of an employee's contract of employment. The will enter and validate information in the Bank’s payroll system related to the employees’ contractual terms and conditions and all relevant benefits.

Background

The HR Operations Payroll team is responsible for managing the complex processes and tasks required to support the ‘lifecycle events’ of employees e.g. Joiners, Movers, Leavers (JML) payroll, mobility and benefits. The team manages the international payroll of over 3,000 staff and board members in London and the Bank’s Resident Offices as well as administering our retirement plans, benefits and our international assignments.

The role interacts with a wide cross-section of staff at all levels and all departments within the Bank. The role is expected to provide high quality advice to HROD stakeholders and staff on any issues that may arise and respond to queries promptly and efficiently.

The team operate within a unique payroll and benefits landscape with many manual and complex processes and checks in place to support the Banks policies and procedures.

Key Responsibilities and Accounabilities

  • Validate and administer all Benefit Claims, providing advice and clarification on associated policies. Investigation of anomalies, offering solutions and making judgement calls where necessary.
  • Accountable for the data entered into SAP for all Joiners, Movers and Leavers (JML) activity and other lifecycle changes ensuring all benefits entered are in accordance with EBRD policies. Monitoring data quality and ensuring that monthly payroll is accurate and all employees are paid correctly
  • Ensure that recent changes to payroll processes are fully understood and actioned to a high standard as per any new policy guidance.
  • Acting as a COE to provide advice and guidance to staff and key stakeholders, such as HROD on all aspects of leave linked to payroll, including but not limited to maternity leave and working incapacity
  • Validation of Retirement Plan calculations to determine leaving entitlements
  • Production of HQ and RO monthly payrolls following strict audit controls.
    • Analysis of errors and omissions and investigation of the same to resolution.
    • Preparation of associated payroll recharges and journals
    • Preparation of multi-currency monthly reconciliations of payroll related accounts, including analysis of all payroll transactions to provide justification to Financial Controllers where necessary
    • Work in an advisory capacity on policy changes, recommending and implementing enhancements to improve and support the process delivery This includes having in-put to and maintaining KBAs on the Ask HR Portal.
    • Liaison with a multitude of third party service providers such as medical insurance, retirement plan administrator and other benefit providers analysing and producing accurate monthly data in accordance with agreed SLA’s
    • Assist with the implementation of improvements identified which support ways of working more efficiently e.g. the use of DocuSign forms to automate processes.
    • Identifies issues and controls that are failing and assist with implementing changes which eliminates risk

      Knowledge, Skills & Experience

      • Proven professional international payroll experience, preferably gained in the financial services sector
      • Strong system skills including bespoke payroll applications, preferably SAP and Swift
      • Excellent planning and organising and the ability to be able to prioritise work independently
      • Deadline Driven
      • Experience of data analysis tools and processes
      • Experience of working within a team environment
      • Excellent attention to detail, delivering highly accurate work
      • Strong partnership, influencing, problem solving and client orientation skills to enable positive engagement with stakeholders throughout the Bank
      • Excellent communications skills, responding flexibly and promptly to stakeholders needs using outstanding interpersonal skills
      • Ability to exercise judgement and deal discreetly with sensitive situations and confidential information
      • Fluency in English, both written and oral
      • Experience of working in a multi-national environment with a dispersed workforce
