Purpose of Job

The S4U Analyst is a member of the Sector Reforms (SIG) team in CGPA and works closely with the newly created CSG Ukraine Hub. The Hub will coordinate issues related to donor supported projects in Ukraine with Banking/DCF and other divisions within the Bank involved in such projects, in particular the operations & services department (OSM/OAD) and the Ukraine Multi-Agency Donor Coordination Platform for Ukraine secretariat hosted by the European Commission. The role will support crosscutting policy initiatives under the SOEs Management Assistance Reform and Transformation (SMART) Programme for Ukraine aimed at supporting the country recovery and reconstruction. The role reports to one of the Principal Economists of the Sector Reforms Team and matrix report to relevant AD, Head of CSG Ukraine Hub.

Accountabilities & Responsibilities

Provide overall portfolio management support to the delivery of SOEs Management Assistance Reform and Transformation (SMART) Programme for Ukraine.

  • Working with the Principal Economists to manage policy dialogue with relevant stakeholders to promote SOE, energy and infrastructure sector reforms with a view to support the long term reconstruction of Ukraine and support European integration in the infrastructure sector;
  • Ensure coordination with other PSD pillars, OGC/LTT and SIG banking departments to enhance efficiency and effectiveness of policy delivery; and with CSD in the implementation of policy dialogue for building back better initiatives.
  • Design, develop, manage and coordinate TC projects with internal and external counterparts to support reforms or specific transactions;
  • Act as a point of coordination for all activities and provide overall portfolio management support to the delivery of SOEs Management Assistance Reform and Transformation (SMART) Program for Ukraine.

    Transaction design and support:

  • Proactively work with the SIG banking team towards transactional opportunities, including to ensure that relevant transactions are aligned with relevant policy recommendations;
  • Provide input into the design of relevant SIG projects with policy components, working with the Impact pillar to enhance the transition impact (TI) ambition as appropriate;
  • Work with SIG banking team and clients to ensure policy-related benchmarks are met in order to facilitate disbursement;
  • Support the structuring of transactions requiring blended / concessional finance, ensuring alignment with the Bank’s Blended and Concessional Finance methodology
  • Work with the Partnership pillar to mobilize donor funding for the delivery of SOEs Management Assistance Reform and Transformation (SMART) Program for Ukraine.

    Under the guidance of AD, CSG Ukraine Hub contribute to:

  • Provide input to regular updates to the Board, donors, external parties, international coordination platforms, and senior management;
  • Organise pipeline planning in close cooperation with all Banking user teams, and users of TCs;
  • Interact with shareholders, donors and other relevant counterparties (IFIs, EC) as instructed by the AD, CSG Ukraine Hub, and in close coordination with the respective responsible DCF fund managers;
  • Interact with relevant internal stakeholders and units, and prepare communication material, to ensure consistency on communication of relevant information to the general public as instructed by the AD, CSG Ukraine Hub;
  • Draft briefings, reports, and other documents concerning all areas related to donor supported transactions in Ukraine. Contribute to any analysis of such data that can support decision-making;

    Knowledge, Skills, Experience & Qualifications

  • Experience working in sustainable infrastructure sectors and on sector reforms of SOEs;
  • A postgraduate degree in economics or related field from a leading university;
  • Post-graduate professional/work experience, gained for example through employment in an international organisation, relevant financial or governmental institution, consultancy/company, think tank or academia;
  • Demonstrated ability to apply economic and policy analysis to operational strategy and economic policy making and to conduct policy dialogue with senior officials;
  • Excellent in communicating results to non-economist decision makers at a senior level;
  • Excellent interpersonal skills;
  • Proven analytical and quantitative skills, including data-driven work;
  • Strong client-facing skills;
  • Ability to operate in a multicultural environment and build effective working relationships with internal/external clients and colleagues;
  • Excellent written and oral communication skills in English at the standard required for a professional publication, official documents and official representation;
  • Familiarity with the EBRD region of operations and work or study experience in the region is an advantage;
  • Knowledge of Ukrainian is an advantage.
