Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”.

UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of “Transformative Resilience” and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership. Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.

The Transparency, Evidence, Efficiency, Effectiveness and Accountability (TEA3) programme is a Sweden and UK funded programme of support to the Government of Palestine (GoP). The programme is designed to continue supporting the GoP’s institutional development, improving accountability and promoting transparency to preserve the political viability of a two-state solution in the absence of significant political change; a key priority going forward is maintaining the GoP’s capacity, financial viability and accountability. TEA3 is a scaled-up follow-on from the 2-year Transparency, Evidence and Accountability (TEA) programme, which was funded by the UK and implemented by UNDP from 2020 –2022.

The TEA3 programme will continue to support interventions in two thematic areas 1) transparent and accountable management of public resources and 2) improved integrity for effectiveness in priority sectors that provide services and utilities to citizens and the business community. TEA3 will both scaleup the pilots of TEA and expand its sectoral focus(e.g., local government, public utilities, etc.) and regional scope(e.g., covering the Gaza Strip and more West Bank regions). The programme will use an adaptive, learning evidence-based approach to ensure flexibility within a volatile operating environment.   Duties and Responsibilities


The incumbent will undertake the following key functions:

Coordinate Advocacy and Outreach activities related to the Transparency, Evidence, and Accountability (TEA) Programme and broader governance team. Responsible for Coordinating TEA3 programme/governance team reporting requirements including monitoring of results. Contribute to Governance related Functions. Incumbent will be part of the Governance team and will engage and support on various issues related to the expansion and diversification of the portfolio.

1. Coordinate Advocacy and Outreach activities related to the Transparency, Evidence, and Accountability (TEA) Programme and broader governance team.

Responsible for working with TEA programme team in planning, development, implementation, and monitoring of the advocacy and outreach strategy for the project and Coordinatedd activities. Provides advice to project team on a range of advocacy and outreach issues, methods, and approaches; anticipates and resolves communications related issues/problems. Coordinate and follow up with UNDP communications team on all communications (advocacy & outreach) products produced by the TEA programme and Governance team. Produce in coordination with the programme and governance team: case summaries, presentations, news alerts, read outs, reports, advocacy outreach campaigns, event products (i.e. Roll-ups, brochures, flyers, etc.) and fact sheets. In coordination with the Communication Analyst, coordinate and follow-up with media outlets in producing social media and other relevant posts/campaigns. Responsible for daily follow-up of advocacy related activities in in close coordination with programme team. Support TEA project team in collecting data about and ensuring developed digital platforms are operational. Share information on upcoming events, visits, and strategic meetings in a timely and effective manner. Responsible for the design of advocacy materials presenting UNDP’s work/results related to the TEA programme (and governance team) for a wide range of external audiences. Responsible for preparingresponses to internal and external requests for information and prepare replies to partner queries in relations to communication, media and advocacy activities. Responsible in creating high quality information and visibility of the project activities among stakeholders. Contribute to the preparations of the TEA team in the organization of high-level donor visits and other key events.

2. Responsible for Coordinating TEA3 programme/governance team reporting requirements including monitoring of results.

Collect and report lessons learned & risks to inform the programme team and implementing partners on necessary corrective and/or preventive actions. Monitor &evaluate the media and advocacy related activities against the Programme M&E Framework and coordinate with the RBM team in developing the Coordinated indicators, monitoring plan, data collection tools, surveys, reporting, etc. Produce in coordination with the programme team regular and ad hoc briefings and updates, including the utilization of infographics. Attend on behalf of the TEA and governance team any required meetings and events, including drafting with the project management and RBM teams clear reporting of recommendations and action points. Contribute in the preparation and drafting of any reports related to the TEA and any other Governance Programme. Monitor and report on any relevant gender mainstreaming considerations are embedded in TEA and Coordinated project activities. Contribute to the elaboration of concept notes, partnership contractual arrangements, communication documents, and preparation of external engagement (e.g.: speeches, talking points, briefing notes, etc). Contribute to the design, implementation and follow up of mid-term, final and impact evaluations.

3.Contribute to Governance related Functions. Incumbent will be part of the Governance team and will engage and support on various issues related to the expansion and diversification of the portfolio.

Provide any required support in expanding and diversifying the Governance portfolio programmes. Complement and synergize with other programmes within the Governance portfolio as well as other UNDP thematic areas.

 

4. Institutional Arrangement

Under the guidance of the Programme Design and Implementation Analyst (Governance), and direct supervision of the Project Manager, the Outreach, Advocacy, and Reporting Coordinator will support the implementation and amplification of the key functions assigned in close collaboration with Programme and Operations staff, as well as Communications Unit and the Results Based Management team.
