Action contre la Faim (ACF) worked in Mozambique between 1991 and 2001 and has recently resumed work with the primary objective responding to Cabo Delgado complex emergency that led to the displacement of up to 940,000 people. In a still volatile context of that Province, ACF currently assists IDPs, returnees and host populations, in the food security, nutrition/health and WASH sectors, with a rapid response mechanism but also with programmes increasingly oriented towards resilience.

In a country that is currently ranked 185th/191 on the Human Development Index, has an extremely high stunting rate (44%), and is prone to cyclones and epidemics, ACF is also willing to develop its emergency response capacity and to increase its technical influence at a national level.

ACF country office is composed of approximately 130 staff members. Coordination is mainly based in Pemba, Cabo Delgado Province. There are 2 base offices in Cabo Delgado and a liaison office in Maputo.

The Country Director position is currently based in Pemba with 25% travel to Maputo. Pemba is a beautiful and safe seaside town, with good infrastructures.

Votre poste et vos responsabilités

Your main responsibilities are to lead the effective and efficient implementation of the country strategy of ACF in Mozambique and oversee the overall management of the country team in line with ACF values, quality standards and processes in a context of increasing humanitarain needs and challenging operating environment.

More precisely, you will:

  • Provide the overall leadership and strategic guidance of the Country Office, using a strategic partnership model.
  • Oversee the programmatic development, ensure fundraising and implementation of the country strategy.
  • Ensure that systems / procedures are in place and properly implemented.
  • Ensure the proper management, well being and safety of ACF staff, and the proper use of ACF resources.
  • Create a shared vision among all staff, promoting ACF Charter and ensuring an organizational culture where ACF core values are embedded, team work is encouraged and all staff feels valued.
  • Be responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.
  • Be expected to analyse strategic funding opportunities for country programme based on ACF added value and expertise.

    Votre profil

    • You have a Bachelor or a Master degree.
    • You have previous experiences as Country Director, Deputy Country Director or senior Field Coordinator in the humanitarian sector and emergency programs. Experiences with ACF will be an asset.
    • You have a strong leadership, strong management skills, an interest in thinking out of the box, a capacity to conceptualize and interact with the national authorities and donors.
    • You have experiences of secutiry management.
    • You have a knowledge of a Latin language and a willingness to learn Portuguese.

      Vos conditions d’emploi

      • Fixed term contract under French legislation: 24 months
      • Monthly gross salary from 3572 to 4128€ (including a 13th month) upon experience
      • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
      • Annual salary increase: 6% increase after and each 12 months of continuous contract
      • Monthly per diem and living allowance: 653€ net, field paid
      • Monthly country allowance: 300€
      • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
      • Coverage of transportation and accomodation
      • Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
      • Accompanied posting : Airfare, transportation of personal effects, individual housing, payment of living expenses for the partner
      • Salary sustainment measures (sickness, paternity, maternity)
      • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period
