About the Position: The Programme Officer (PO) will be the main focal point and will work directly with civil society, activist groups and media within an Eastern Europe section of the Centre’s grant portfolio. The PO will develop the strategy, identify partners and oversee implementation of projects within the portfolio. In addition to working with the partners on the portfolio, the PO will be developing his/her expertise on the assigned country/theme and will be tracking political developments and situation with civic actors in the region.

Primary Tasks & Responsibilities

  • Constant development of the portfolio through identification of new partners and/or new thematic priorities;
  • Evaluation of project proposals, impact assessment of supported projects/partnerships;
  • Working with partners to develop their skillset and potential in cooperation with other programme teams of the Centre;
  • Conducting monitoring visits and research in the field;
  • Representing the Centre’s Grants programme at relevant meetings and international events; building and maintaining relationships with international and regional organizations.

Key Requirements

  • Strong interest and in-depth understanding of political and social trends in the region of Eastern Europe; direct in-country experience in Eastern Europe is an asset
  • University degree in human rights, relevant area studies or other related discipline;
  • At least 3 years of experience of relevant civil society, media work or experience with a donor organisation is an advantage;
  • Substantive experience with project management and reporting is a plus;
  • Excellent written and oral communication skills in English and Russian (fluency in both languages required); Excellent computer skills (MS Word and Excel).
  • Advanced cybersecurity literacy.
