About USAID Takamol:

USAID Takamol has been dedicated to gender equality and women’s empowerment at policy, national, and community levels in Jordan since 2014. USAID Takamol partners with the Government of Jordan (GoJ) and civil society to support national efforts to incorporate gender considerations into policy-making in order to achieve equal rights and opportunities for men and women. With expertise and outreach from civil society partners, Takamol supports the GoJ to address gender priorities related to access to justice, political participation, inclusive education, and economic empowerment. Takamol empowers Gender Focal Points, strengthens gender-mainstreaming within institutions, provides grants for civil society advocacy, and convenes a Community of Practice with the objective of enhancing gender equity. The program is funded by USAID and implemented by IREX, an international nonprofit organization that builds a more just, prosperous, and inclusive world.

About RFQ:

USAID Takamol is seeking companies who are either experienced in videography or animation or both to apply through this Request for Quotations. USAID Takamol is seeking the following types of experts to produce short videos:

1) Videographer

2) Animator

Qualified applicants should submit examples of their portfolio and the basis for determining rates. Based on experience and best overall value, USAID Takamol will select a Preferred Vendor to meet all of USAID Takamol’s video needs until 30 April 2021. Depending the quotations received and company background of applicants, a single Preferred Vendor may be selected for all video needs, or a Preferred Vendor for filmed videos and another Preferred Vendor for animation.

About Video and Animation Needs:

USAID Takamol anticipates developing 7-14 videos that are approximately 5 minutes each in length. In general, there will be three types of videos:

· Videos with minimal editing. Videos developed by filming at a single location and preparing a summary video. For example, a single person may be filmed speaking into the camera for instructional purposes, with minimal b-roll footage to be added.

· Videos with storyboarding support and editing. Videos that require developing a storyboard with the USAID Takamol team, filming in multiple locations, recording a voice over, and including b-roll footage and music. These videos will include scriptwriting and development of key messages. The Contractor will work closely with USAID Takamol on developing the creative content and messaging, and USAID Takamol will provide the needed information (content, messages). USAID Takamol will approve the creative concept and storyboard for each film before production. **

· Animated videos with storyboarding support and editing. Animation videos, requiring developing a storyboard with the USAID Takamol team, developing the animation, recording voices, and including music. These videos will include script writing and development of key messages. The Contractor will work closely with USAID Takamol on developing the creative content and messaging, and USAID Takamol will provide the needed information (content, messages). USAID Takamol will approve the creative concept and storyboard for each film before production. **

For all types of videos, unlimited reviews and amendments are required in each step of the video production. All editing and post production will be done at the Contractor facility and USAID Takamol representatives will be allowed to monitor the editing process at any time during post-production and provide input as they see fit. Graphics, animation, music and sound effects will be included within the final editing process. The USAID Takamol will have final approval on the finished products.**

The estimated timeframe for developing all types of videos is between August 2020 and March 2021. The timeline for individual videos will be developed in negotiation with the selected vendor, but the selected vendor is expected to have flexible availability and able to complete videos within 2 weeks if needed.

Contract Mechanism:

USAID Takamol will prepare a framework contract with the preferred vendor(s). The timeframe and budget for individual videos will be negotiated on a task order basis. The exact number of videos will be determined based on USAID Takamol’s needs. Issuance of a contract does not commit USAID Takamol to developing a minimum number of videos, and additional work under the contract is contingent upon the selected vendor’s performance.
