Position Summary:

Creative Associates seeks a Training and Events Manager for an upcoming workforce development project in Egypt. The Training and Events Manager assumes responsibility for developing, coordinating, and implementing all training related activities under the contract. The Training and Events Manager will provide analysis, advice, and/or implementation assistance on training strategies, delivery of training, organizational training capacity, and management of training activities. S/he will further assume responsibility for the timely delivery of all the activities and meeting of all goals / targets set in both the contract and the Annual Work Plan. S/he will ensure that the training events are results-oriented, directly linked to contract deliverables, are well monitored and evaluated and that centralized reporting to donor, Monitoring and Evaluation and Public Relations for all training events is made available. S/he will guide conduction of training needs assessments, facilitate training courses as appropriate, and provide advice on procedures for monitoring and evaluating the impact of training efforts.

Reporting and Supervision:

The Training and Events Manager will report to the Technical Deputy Chief of Party.

Primary Responsibilities:

  • Design and implement standards for the overall goals and content (i.e., the curricula) of the training programs (e.g., establishing, if necessary, "Basic," "Intermediate," and/or "Advanced Level" training programs), as well as for the technical aspects of carrying out of the training programs. Develop and revise forms, templates, procedures and other documents necessary for the implementation of the training activities;
  • Implement a local recruitment and procurement process to identify local service providers of training services and for organizational capacity development;
  • Design and implement evaluation standards and tools for the delivery and follow-up of the training programs and standards for the assessment of trainers. Develop survey instruments; support conducting of surveys of program participants to determine participant needs; interpretation and recording survey results; and facilitate implement program changes in response to results;
  • Develop procedures to conduct needs assessment activities to ensure the training activities are well conceived and are on target to meet contract deliverables. Support establishment of schedules and methods for providing training services; and implementation of policies and procedures. Facilitate research and planning of specialized training activities;
  • Advise the partners on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements). Support beneficiary organizations to identify capacity gaps, prioritize activities and develop a work plan for each organization;
  • Manage the production of the required products, i.e., primarily training and skill transfers activities, taking responsibility for overall progress and use of resources and initiating corrective action where necessary;
  • Monitor and evaluate performance of service providers; and manage and review product quality and ensure products are accepted;
  • Participate in and contribute to relevant Communities of Practice, to share case studies, lessons learned and best practice on the Knowledge System; and
  • Develop and maintain a database with all the materials (presentations, handouts, etc.) used in the training programs and carry out initiative to share the same.
    Required Skills & Qualifications:

  • Bachelor's degree or its international equivalent in business, public administration, engineering, or a related field; Master's degree preferred;

  • Eight years (8) of experience with training activities including conducting Training Needs Analysis, training design, curriculum development, managing training activities and workshops (i.e., managing training logistics and preparing, developing, and utilizing training materials) in Government, academia, or private sector;

  • In-depth knowledge of basic operations, services and activities of training programs; principles and practices of program development and implementation; modern learning techniques and theory; and aware of recent developments, current literature and information related to training;

  • Ability to identify, recommend and implement goals and objectives for providing training services;

  • Previously demonstrated analytical and writing skills;

  • Ability to present technical information in concise written and oral form;

  • Ability to develop and implement action/work plans for operation of proposed partnerships;

  • Ability to coordinate programs and visits independently;

  • Strong negotiation skills.

  • Prior experience working with bilateral or multi-lateral donor development programming is a plus; and

  • Professional proficiency reading in English and Arabic is required.
