Background

The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development. Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.

Reporting

The Finance Specialist will report to the Finance Manager- Erbil.

Responsibilities:

· Support the Finance Manager with monthly financial projections for both operations and programming for the Baghdad office.

· Perform financial analysis upon request.

· Support the Finance Manager in reviewing transactions in the internal accounting system, ABACUS, daily.

· Process the monthly field office project expenditures (locals) and work with the Finance Manager to submit locals to HO on a monthly basis.

· Prepare wire transfer requests for Baghdad/SoD expenditures.

· Support the Finance Manager in responding to home office requirements, as needed.

· Liaise often with the HR Assistant in Baghdad and HR Specialist in Erbil to ensure appropriate collection of timesheets and LOE management across all Task Orders.

· Review payroll and ensure all calculation are made correctly and processed efficiently.

· Liaise with Social Security office and Tax office to settle all payments regularly and as per the policy.

· Prepare monthly bank reconciliations.

· Support the Finance Manager with the preparation of Annual SoD Financial Audit Reports.

· Perform financial tracking of local sub-contractors and fixed price contracts.

· Review payment requests and support the payment of vendors, grantees, subcontractors, checking the back-up documentation accordingly.

· Follow payments with Hawala Company and make sure payments to vendors are made on time.

· Support the Finance Team with the processing of expense reports.

· Ensures that Chemonics’ standards of ethics and conduct are upheld throughout all aspects of the project’s financial conduct.

· Other duties as assigned.

Qualifications:

· Minimum 3 years of relevant work experience, or combination of work experience and education.

· Bachelor’s degree in Accounting, Finance, or related field highly preferred.

· Knowledge of USAID and ADS 303 regulations and contract management procedures preferred.

· Skilled in learning new financial and accounting concepts quickly, and able to translate and deliver this information to colleagues with little to no financial background.

· Prior experience with supporting accounting policies, procedures, and systems in an international organization.

· Demonstrated ability to communicate clearly and concisely both orally and in writing.

· Strong administrative skills, word processing abilities, and attention to detail.

· Demonstrated ability to follow standard practices and procedures and make significant. contribution to end results.

· Strong knowledge of MS Office applications, especially MS Excel.

· Fluency in written and oral Arabic and English is required.
